CALL TO ORDER The meeting was called to order at 6:08 p.m. ROLL CALL Present: 5 - Chair Jim Nieland, Vice Chair Alicia Seegers Martinelli, Committee member Brock Milliern, Committee member Kimberly Bauer and Committee member Maria Ruth Absent: 4 - Committee member Barbara Benson, Committee member Robert Dengel, Committee member Brian Tomlinson and Committee member Candace Jacobs 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 16-1364 Approval of October 20, 2016 Parks and Recreation Advisory Committee Special Meeting Minutes The minutes were approved. 3.B 16-1363 Approval of October 20, 2016 Parks and Recreation Advisory Committee Meeting Minutes The minutes were approved with a modification to Item 6A. 4. PUBLIC COMMENT Bob Jacobs urged the committee to make recommendations to Council to protect parks, paths and views. 5. ANNOUNCEMENTS Committee members Milliern, Seegers Martinelli, and Tomlinson are up for re-appointment. Committee member Tomlinson will not re-apply and Committee member Dengel is vacating his position. The City is accepting applications for advisory committee positions until January 31. BUSINESS ITEMS 6.A 16-1373 Action Plan Briefing Community Planning & Development Senior Planner Stacey Ray provided an update on the status of the Action Plan. She highlighted the community indicators that have been developed, upcoming opportunities for community input and information that is available at olympiawa.gov/actionplan. The information was received. 6.B 16-1379 West Bay Environmental Restoration Assessment Associate Planner Jesse Barham gave a presentation on the West Bay Environmental Restoration Assessment. Public Works Water Resources partnered with the Parks Department, Port of Olympia, the Squaxin Island Tribe and consultant Coast and Harbor Engineering to develop the report. The assessment was a science based analysis of the environmental conditions and restoration opportunities along the entire West Bay shoreline. Mr. Barham explained the criteria, restoration objectives and the evaluation process. The assessment also looked at different levels of restoration/development for the lagoon, trail and park. The West Bay Park and Restoration Master Plan process will begin in 2017. The report was received. 6.C 16-1376 Recommendation on Downtown Strategy Parks Planning & Design Manager Laura Keehan presented the Downtown Strategy proposed actions. The Committee discussed the actions and will draft a letter to City Council with the following comments: -Views from parks and trails are important and PRAC would like to be involved in any future work efforts that may affect or impact important views from parks or trails. -Committee member Ruth volunteered to participate on the technical committee for the upcoming downtown regulations and design guidelines update. A recommendation was made. 6.D 16-1380 Land Evaluation Acquisition Framework (LEAF) Laura Keehan presented the Land Evaluation Acquisition Framework (LEAF). This framework provides criteria to consider when determining whether to purchase properties. It will be used as an initial step for staff to review the results, assess other applicable information as appropriate, and then determine which acquisitions will be recommended to the City Council for further consideration. The discussion was completed. 6.E 16-1375 2017 PRAC Work Plan The work plan will be added to the February meeting for more discussion. 7. REPORTS - None 8. QUESTIONS OF STAFF OR SUGGESTIONS FOR NEXT AGENDA Committee member Ruth requested adding work time to the agenda to formulate ideas and recommendations. 9.
