CALL TO ORDER The meeting was called to order at 6:02 p.m. ROLL CALL Present: 6 - Chair Maria Ruth, Vice Chair Joshua Clark, Committee member Kimberly Bauer, Committee member Barbara Benson, Committee member Candace Jacobs and Committee member Rhonda Olnick Absent: 1 - Committee member Brock Milliern 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 17-0548 Approval of April 20, 2017 Parks and Recreation Advisory Committee Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT Bonnie Jacobs stated her concern about proposed development on the Heritage Fountain block. She encouraged the Committee to think about the fountain area and protect the space for parks. Bob Jacobs encouraged the Committee to think about the big picture and buy land for parks now before it is developed. 5. ANNOUNCEMENTS - Staff and committee members recognized Jim Nieland for his 8 years of service on PRAC. - New playground at Margaret McKenny will be installed in the Fall. - Interim improvements on the City-owned Isthmus parcels will begin in late Fall. City of Olympia Page 1 Parks and Recreation Advisory Meeting Minutes June 15, 2017 Committee -The Urban Forestry Master Plan Stakeholder meeting is scheduled for June 29, 10-Noon. Committee member Jacobs will represent PRAC. 6. BUSINESS ITEMS 6.A 17-0647 Park ADA Transition Plan Associate Director Jonathon Turlove gave an overview on the recently completed Olympia Parks ADA Transition Plan. Each park, excluding trails, was evaluated and a list was compiled of improvements that need to be made to make facilities ADA accessible. The total cost of improvements is $3,576,200. Improvements at LBA and Yauger Parks make up 58% of the total, just over $2,000,000. An implementaion plan will be created in 2018 which will determine the process for prioritizing projects. The 2018 Preliminary Capital Facilites Plan requests $200,000 to begin improvements. The report was received. 6.B 17-0648 Proposed change to park naming ordinance The Committee postponed making a recommendation until more information is received from the City of Lacey on how they will proceed. The recommendation was postponed. 6.C 17-0544 2018-2023 Capital Facilities Plan & Capital Asset Management Plan (CAMP) Planning Manager Laura Keehan and Senior Engineer Kip Summers gave an overview of the projects in the 2018 Preliminary Capital Facilities Plan (CFP), including 2018 major maintenance projects. The Committee will further discuss the CFP at the September meeting and submit a recommendation to the Planning Commission. The discussion was continued to the PRAC September 21, 2017 meeting. 6.D 17-0545 2017 Park Survey Effort Park survey packets were distributed. Committee members will present their results at the October meeting. The information was provided. 6.E 17-0547 2017 Committee Assignments Committee member Clark will represent PRAC on the Artesian Leadership Committee and the Sea Level Rise Committee.
