1. CALL TO ORDER
The meeting was called to order at 6:00 p.m.
Present: 5 - Chair Maria Ruth, Committee member Barbara Benson, Committee
member Rhianna Hruska, Committee member Brock Milliern and
Committee member Kim Murillo
Absent: 3 - Committee member Kyle Guzlas, Committee member Candace
Jacobs and Committee member Rhonda Olnick
2. APPROVAL OF AGENDA
The agenda was approved.
3. APPROVAL OF MINUTES
Approval of June 20, 2019 Parks and Recreation Advisory Committee

4. PUBLIC COMMENT
James Reddick gave an update from the PARC Foundation. Bob Jacobs stated his
concern that not enough time was given to review and give recommendation on the
Capital Facilities Plan.
5. ANNOUNCEMENTS
Parks Planning & Design Manager Laura Keehan updated the Committee on the recent
Kaiser Road parcel acquisition.
6. BUSINESS ITEMS
6.A Budget 101- An overview of Olympia Parks, Arts and Recreation’s annual
revenue sources, budget and trends
Attachments: Funding 101 and Trends Presentation
Parks Planning & Maintenance Director Jonathon Turlove reviewed the operating and
capital budgets, including revenue sources and expenditures. Committee members
asked clarifying questions.
The report was received.

6.B 2020-2025 Capital Facilities Plan and Capital Asset Management Plan
(CAMP)
Attachments: Link to 2020 Prelim CFP (available Aug 14)
Parks Planning & Design Manager Laura Keehan reviewed each of the projects included
in the 2020 Preliminary Capital Facilities Plan (CFP). The Committee asked clarifying
questions. The Committee agreed to postpone their recommendation and form a
subcommittee to review the CFP in greater depth. Subcommittee members will include
Chair Maria Ruth, Vice-Chair Brock Milliern, and Kim Murillo.
Action was postponed to the September 19 meeting.
7. REPORTS
A. North Capitol Campus Heritage Park Development Assoc.: None.
B. Olympia Metropolitan Parks Advisory Board: Committee member Hruska
reported the Committee has finalized the 2018 Funding Compliance Report.
8. QUESTIONS OF STAFF AND FUTURE AGENDA ITEMS
Items for next month include the 2020 Preliminary CFP, West Bay Park Master Plan and
the Bridge music project.
9. ADJOURNMENT
The meeting adjourned at 8:30 p.m.
