CALL TO ORDER The meeting was called to order at 6:00 p.m. 1.A ROLL CALL Present: 8 - Chair Maria Ruth, Vice Chair Brock Milliern, Committee member Brent Barnes, Committee member Barbara Benson, Committee member Spence Cearns, Committee member Kyle Guzlas, Committee member Kim Murillo and Committee member Tiffany Sandy 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 21-0335 Approval of March 18, 2021 Parks & Recreation Advisory Committee Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT Candice Bock shared that soccer fields are a big need in Olympia. 5. ANNOUNCEMENTS Staff Liaison Laura Keehan shared updates on current park development projects. Also, on April 20, 2021 at 5:30 p.m., Council will have a work session to talk about the Parks Plan. 6. BUSINESS ITEMS 6.A 21-0352 Parks, Arts and Recreation Needs Assessment Survey Results Jason Morado from ETC Institute presented the results of the Needs Assessment Survey and answered questions from the Committee. City of Olympia Page 1 Parks and Recreation Advisory Meeting Minutes April 15, 2021 Committee The discussion was completed. 6.B 21-0355 2020 OPARD Annual Performance Review & Covid-19 Update Director Paul Simmons provided an overview of the Department's Annual Performance Report and current COVID restrictions. The discussion was completed. 6.C 21-0342 Heritage Park Fountain and Traditions Lease Option Director of Parks Planning and Maintenance Jonathon Turlove shared an idea about leasing a small portion of the park to Traditions. Vice Chair Milliern moved, seconded by Committee member Benson, to recommend staff negotiate with Traditions on a possible lease. The motion carried by the following vote: Aye: 7 - Chair Ruth, Vice Chair Milliern, Committee member Barnes, Committee member Benson, Committee member Cearns, Committee member Murillo and Committee member Sandy Abstained: 1 - Committee member Guzlas 7. REPORTS A. Olympia Metropolitan Parks Advisory Board (Barbara Benson and Brock Milliern) No meeting to report. B. Aquatic Center Feasibility Study (Brent Barnes and Tiffany Sandy) Stakeholders looked at general concepts and will meet in May. C. Regional Climate Plan (Kim Murillo) No city stakeholder group yet. Will remove from Reports until one forms. 8. QUESTIONS OF STAFF AND FUTURE AGENDA ITEMS - NONE 9.
