1. CALL TO ORDER
Chair Mills called the meeting to order at 6:08 p.m. He welcomed all and asked for
introductions.

Present: 9- Chair Darren Mills, Boardmember Sarah Adams, Boardmember Mary
Corso, Boardmember Janis Dean, Boardmember Jo Gallaugher,
Boardmember Ruthann Goularte, Boardmember David Rauh,
Boardmember Phil Rollins, and Boardmember Cheryl Selby
Excused: 3 - Vice Chair Ken Adney, Boardmember Sydney Hann, and
Boardmember Bobbi Kerr
Absent: 1- Boardmember Manuel Rincon
2. APPROVAL OF AGENDA
Boardmember Corso moved, seconded by Boardmember Selby, to approve the
agenda. The motion carried by the following vote:

3. APPROVAL OF MINUTES
3.A 13-0867 Approval of 05/09/2013 PBIA Advisory Board Meeting Minutes
Boardmember Corso moved, seconded by Boardmember Selby, to approve the
minutes. The motion carried by the following vote:

4. PUBLIC COMMENT
Olympia Downtown Association (ODA) Executive Director Connie Lorenz said the ODA Board
would like to propose a joint meeting with the two boards. She asked the PBIA Board to
discuss when a good time to meet would be and
the ODA will make the arrangements.
Mr. Jeffrey Trinin noted he has been working with The People’s House. He said the ODA
Board would like to have a working group that would include both ODA and PBIA
boardmembers to coordinate and distribute information.
5. Ambassador Update
The Ambassador Program Update included:
- Hired Team Leader Renata Rollins. She will start June 25.
- Cintas contract finalized for uniforms. Thank you to the PBIA for funding.
- Hope to roll out new uniforms beginning of July.
- Starting a hiring process for the Clean Team as well as looking for a seasonal staffer.
- No progress on finding a home for the Green Machine.

7. BUSINESS ITEMS
7.A 13-0868 Low Barrier Shelter Presentation and Q&A
Meg Martin from The People's House reported:
- The People’s House came out of trying to find a more comprehensive
solution for downtown. Interfaith Works has agreed to make The
People’s House a program of Interfaith Works.
- There are 237 unsheltered people in Thurston County based on point in time
census.
- Businesses are suffering from the unmanaged homeless population
downtown.
- Low barrier is the identification and irradiation of the barriers that
keep people out of shelter.
- The shelter would include a 24-hour bathroom, showers, laundry, mail, internet,
personal storage, access point for a variety of services, mental health
screenings, and full time mental health support on site.
- This would take the burden off downtown businesses, law enforcement
and the faith community.
Heather Moore from Capital Recover Center reported:
- Looking at the location of Capital Recovery Center (CRC) for the
shelter, if CRC could find another location.

7.B 13-0869 Parklet Submissions
Three submissions were received - Olympia Coffee Roasters, Old School Pizzeria and Oly
Rafa Society. The Olympia Coffee Roasters submission was the only complete submission.
The other applicants have been contacted; they have two weeks to reply to concerns.
Boardmember Rauh moved to fund the Olympia Coffee Roasters parklet, at up to
$3,500. The motion carried by the following vote:

Boardmember Rauh, Boardmember Rollins and Boardmember Selby

7.C 13-0870 Budget and Committee Work Plan Discussion
Budget categories:
- Pressure washer: Clean & Safe - $2,000
- Flower baskets: Marketing - $8,500, Clean & Safe - $10,000
- ODA: uncategorized - $12,000
- Art grant: Partnership - $10,000
- Marketing: $12,000 - website, advertising, banners
- Holiday: Marketing - $10,000 - Downtown for the Holidays (ODA), lights
- Contingency: $5,000
- Downtown Clean Up: Clean & Safe - $5,000
- Clean & Safe: $18,000 (in addition to the items listed above)
- Total for 2014: $110,000
Marketing: $30,500
Clean & Safe: $52,500
Contingency: $5,000
Admin: $12,000
Partnership: $10,000
- Boardmember Adams suggested flower planters in the future instead of flower baskets.
- Councilmember Jeannine Roe said she would like to see a Probation Crew update at PBIA
meetings.
The report was received.
8. COMMITTEE REPORTS
Partnership Subcommittee Chair Corso reported:
- The Committee made a list of potential partners.
- The Committee discussed a facilitated joint ODA/PBIA meeting (3 of 3 - 6/13/13)
- One goal is to inform ratepayers and encourage feedback as much as possible.
Clean & Safe Subcommittee Chair Adams reported:
- Distributed a work plan for the Committee.
- Future projects: cigarette receptacles, Artesian Well safety and placemaking, Alcohol

Impact Area advocacy, sexual assault awareness and advocacy.
Marketing Subcommitte Chair Dean and Co-Chair Rollins reported:
- As soon as some website changes are made, the Committee can move forward to
encourage all ratepayers to register.
- Currently the Committee plans to keep flower baskets, holiday support, banners and
advertising.
