CALL TO ORDER The meeting was called to order at 6:02 pm. 1.A ROLL CALL Present: 11 - Chair Darren Mills, Vice Chair Ken Adney, Boardmember Sarah Adams, Boardmember Mary Corso, Boardmember Jo Gallaugher, Boardmember Ruthann Goularte, Boardmember Sydney Hann, Boardmember Bobbi Kerr, Boardmember David Rauh, Boardmember Phil Rollins, and Boardmember Cheryl Selby Excused: 1 - Boardmember Janis Dean Absent: 1 - Boardmember Manuel Rincon 2. APPROVAL OF AGENDA Boardmember Rauh moved, seconded by Vice Chair Adney, to approve the agenda. APPROVAL OF MINUTES 3.A 13-0877 Approval of September 12, 2013 PBIA Advisory Committee Meeting Minutes Boardmember Rauh moved, seconded by Boardmember Corso, to approve the minutes. PUBLIC COMMENT Visitor & Convention Bureau (VCB) Executive Director George Sharp indicated advertising is available in the Visitor Guide. Submissions are due by December 15. He noted the VCB will work with the PBIA to include ratepayers on the website. 5. AMBASSADOR UPDATE Ambassador Program Manager Rob Richards reported Operation Deep Clean was cut short by a week because the power washer needs maintenance. 6. ANNOUNCEMENTS - None 7. BUSINESS ITEMS 7.A 13-0878 Downtown Bike Service Stations City of Olympia Senior Program Specialist Michelle Swanson reported the City is considering public bike repair stands and would like PBIA support . Boardmember Adams indicated the Clean & Safe/Partnership Committees will discuss the request. The report was received. 7.B 13-0879 Downtown Halloween Event Boardmember Rauh moved, seconded by Boardmember Corso, to contribute $500 from the marketing budget for candy for the Halloween event. The motion carried by the following vote: Aye: 11 - Chair Mills, Vice Chair Adney, Boardmember Adams, Boardmember Corso, Boardmember Gallaugher, Boardmember Goularte, Boardmember Hann, Boardmember Kerr, Boardmember Rauh, Boardmember Rollins and Boardmember Selby Excused: 1 - Boardmember Dean 7.C 13-0880 ODA/PBIA Facilitated Meeting Update The ODA/PBIA will have a facilitated retreat on Monday, October 14, at 6:00 p.m. in the Council Chambers at City Hall. Kendra Dahlen will be the facilitator. Committee chairs from each board will meet to discuss similarities in goals and opportunities for partnership. The report was received. COMMITTEE REPORTS Partnership Subcommittee - Chair Corso First quarter 2014: ratepayer survey, second quarter 2014: plan Annual Meeting, third quarter 2014: generate report from survey, fourth quarter 2014: holiday decorating contest, plan 2015 survey, prepare ratepayer materials Chair Adney moved, seconded by Boardmember Gallaugher, to adopt the plan as presented by the Committee. The motion carried unanimously. Clean & Safe Subcommittee - Chair Adams Clean & Safe meeting September 20. Feedback included in work plan. Meeting attended by over 40 business owners. Cigarette disposal program ready. Cost $39.99 per receptacle. Marketing Subcommittee - Boardmember Mills Holiday lights available October 30, Ambassadors will hand out. Holiday decorating contest will include three levels, possible themes, prizes, voting. Holiday support: Downtown for the Holidays promotion $6500,holiday lights $3500 Boardmember Selby moved, seconded by Boardmember Adams, to approve the holiday decorating contest plan.
