APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 15-0490 Approval of the April 9, 2015 PBIA Board Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT Ross Matteson presented the proposal by the Rachel Corey Foundation. The parklet would be located near the mural at Capitol Way and State Avenue. It would incorporate seating, sculpture, and lighting to provide a viewing destination. Any questions may be directed to Ross Matteson at rossmatteson@msn.com or 791-8088. City of Olympia Page 1 PBIA Advisory Board Meeting Minutes May 14, 2015 5. ANNOUNCEMENTS Time Stands Still is playing at the Harlequin Theatre. A drawing will be done at Girl's Night Out for a pink cake. Liaison Wilson presented an update on the Economic Development Map. The map is helping Olympia see the disbursement of businesses offered and owned in the downtown area. The current map pertains to the first floor and the next phases of the map will gather information about the floors above. The board requested that information about the length of vacancies be gathered. 6. AMBASSADOR UPDATE Director Rider introduced herself to the Board to put a face to prior correspondence. Ambassador Holley provided an update to the Board. She is acting as interim manager, but the opening for the official position will close on May 29. The ambassadors have worked closely with Liaison Wilson to revise their budget and address issues that have arisen. Current focuses include a Job Corp. program, potential apprenticeships, data on cigarette butt collector use, and clarification of the Clean Team's responsibilities. The current Clean Team system functions on a work order process. 7. BUSINESS ITEMS 7.A 15-0492 Public Works Update Director Hoey presented a Public Works Clean and Safe update. The garbage receptacles around downtown have been buffed, repainted, and cleaned. This project is currently a six-month position, but remains a year-round need. The City is considering incorporating a trash compactor in the downtown area, will be working to repaint yellow curb markings, and is designing lighting to install in alleyways this summer. Also in focus for improvement are street sweeping times, improving sidewalks in poor condition, and improving the incorporation of trees with our sidewalk pathways. The report was received. 7.B 15-0491 2015 Ratepayer Survey Liaison Wilson presented the PBIA Spring Survey, demonstrating what ratepayers will be viewing and asked to answer. The PBIA provided input on what would make the quiz more accessible and gather better information. The discussion was completed. 8. REPORTS City of Olympia Page 2 PBIA Advisory Board Meeting Minutes May 14, 2015 Boardmember Phegley presented the Clean and Safe report. Posters from the marketing team and cigarette butt collectors have been meeting success in their applications downtown. The de-escalation training held recently was well-attended and was considered useful info for being free. An upcoming bar meeting will be held to hear about the walking patrol. Lots of work is being accomplished at the artesian well including fencing, lighting, and seating. Boardmember Dean presented the Marketing report. The posters have been a success, the team has supported local high school newspapers, and they are working towards a radio contract. Eight hundred tokens have been purchased to go with the Girl's Night Out gift bags as encouragement to return to downtown after the event. Discussion about parking amongst the PBIA requires more designated time and it was requested that this be an item scheduled on the next agenda. It was also requested that time be scheduled for the PBIA to meet and talk with the new Economic Development Director, but at a different meeting, ideally July. The welcome packet was also requested to be discussed on the next agenda. 9. OTHER TOPICS The CRA meeting is on Saturday from 9:00 a.m to noon to discuss the last three properties which are up for decision. The PBIA expressed their majority view that the Griswold's property be at the top of the list and plans to draft a letter to send to the meeting. 10.
