APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 15-1102 Approval of October 8, 2015 PBIA Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS Mr. Stahley announced the new Downtown Liaison, Mark Rentfrow, who will be starting November 16, 2015. Ms. Buckler distributed a handout entitled "Public Process to Form the Downtown Strategy - Connecting Places & Spaces" and announced the first public workshop will be held on City of Olympia Page 1 PBIA Advisory Board Meeting Minutes November 12, 2015 Saturday, November 21, 2015 from 9:30 a.m. - 12:00 p.m. at the Olympia Center. Ms. Holley introduced Jim Kainber, a consultant who is working with Capital Recovery Center to develop new funding sources to support the Downtown Ambassador Program. She presented a three to five year proposal for the program as well as the proposed 2016 operating budget for the PBIA to review. Ms. Holley indicated they are proposing an additional $10,000 for the 2016 budget. The boardmembers briefly discussed some of the issues. Mr. Stahley explained the funding has substantially increased over the past few years for the Ambassador Program. Boardmember Irish gave an update about the upcoming Downtown Twinkle Fest. 6. BUSINESS ITEMS 6.A 15-1096 2016 PBIA Budget Discussion and Decision The Board broke up into small groups to discuss the proposed 2016 PBIA budget. The Board agreed the Downtown Ambassador program should receive $43,500 that has been proposed for the 2016 budget. The Board discussed murals and artwork maintenance and agreed that the 2015 budgeted amount was insufficient. It was proposed there be an art maintenance fund of $5,000 to pay artists to maintain their own artwork. Past maintenance has not been done by the artists resulting in patchwork repairs which have encouraged vandalism of the artwork. There was a discussion about possibly helping fund various social service organizations. It was agreed at this time this type of funding is not an option. The motion passed with one opposition. The proposed 2016 PBIA budget was approved. 7. REPORTS Boardmember Trinin attended a Port Commission meeting and gave a brief parks update. 8. OTHER TOPICS Boardmember Adney discussed the city wide minimum wage issue. After a brief discussion the board decided this issue is not within the PBIA scope. 9.
