CALL TO ORDER Chair Corso called the meeting to order at 5:59 p.m. 1.A ROLL CALL Present: 10 - Chair Mary Corso, Vice Chair Connie Phegley, Boardmember Alana Carr, Boardmember Jacob David, Boardmember Janis Dean, Boardmember Bobbi Kerr, Boardmember Kim Murillo, Boardmember David Rauh, Boardmember Jeffrey Trinin, and Boardmember Sunday Williams Excused: 2 - Boardmember Sheila Irish, and Boardmember Daniel Vining OTHERS PRESENT Downtown Liaison Mark Rentfrow Councilmember Jeannine Roe Nisqually Indian Tribe Executive Director and Tribal Council Member Hanford McCloud Olympia Film Society Executive Director and Potential Boardmember Audrey Henley 2. APPROVAL OF AGENDA The Business Item report 6.A was heard after the Approval of Minutes. The agenda was approved as amended. 3. APPROVAL OF MINUTES 3.A 16-0648 Approval of March 20, 2016 PBIA Retreat Meeting Minutes The minutes were approved. 3.B 16-0653 Approval of April 14, 2016 PBIA Board Meeting Minutes The minutes were approved. 3.C 16-0649 Approval of April 20, 2016 Meeting Minutes City of Olympia Page 1 PBIA Advisory Board Meeting Minutes May 19, 2016 The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS - None 6. BUSINESS ITEMS 6.A 16-0637 Hanford McCloud presents information regarding Canoe Journey Mr. McCloud presented information to the Board on the upcoming Canoe Journey. He stated that volunteers to help with this large event would be welcome. Mr. McCloud stated that detailed information regarding this event may be found at www.paddletonisqually.com and any questions the Board may have can be directed to the email provided on the website. The report was received. 7. REPORTS Clean and Safe Committee: · Met with the Deputy City Attorney to discuss the possibility of repairing broken windows due to vandalism. · Had a walkabout with Public Works to determine locations of placing new cigarette butt collectors and locations of existing collectors that should be relocated. There will be no more collectors painted at this time due to budget. · Funded three murals: one on State Avenue, one at the Food Bank and the other across from the Brotherhood on Capitol Way. · Brooms and dust pans have been popular. The Downtown Ambassadors have enjoyed using the opportunity of passing out the equipment to connect with local businesses Downtown. Extra brooms and dust pans are located at the Welcome Center. · Councilmember Roe informed the Committee that Steve Hall may potentially make a recommendation for a potential ballot measure to support body cams and permanent walking patrol Downtown. If successful, this would put these items on the upcoming ballot in November. This topic will be discussed at the next Finance Committee meeting held on June 6 2016. · Boardmember Irish is attempting to contact Amy Stull at the Olympia Police Department to discuss the reasoning for not tracking nuisance crimes. · Mr. Rentfrow is now the main contact regarding 24 hour bathrooms Downtown. · Have been in contact with the Deputy City Attorney to discuss supporting safe rides home from bars. They would like to extend an existing route to the Westside as well as add a route to the Eastside. A contract would need to be held with Intercity Transit and the new/added routes would need to be on existing bus routes. The discussions continue. · Boardmember Trinin informed the Committee that individuals will be expressing City of Olympia Page 2 PBIA Advisory Board Meeting Minutes May 19, 2016 their rights to open carry weapons at the upcoming Pride festival. Reminder that private businesses can ask these individuals to leave their location at any time. Chair Corso suggests including this information in the next newsletter. Marketing Committee: · Met on May 4, 2016. · Decided to keep their sponsorship level for Pride at $500.00. · Welcoming postcards to rate payers are being implemented. · Discussed a Film Festival block party. · Flower baskets arrive on May 31, 2016 and will most likely be installed on the same day. · Would like to use some of the art placed on utility boxes to create banners for Downtown. Vice Chair Phegley moved, seconded by Boardmember Williams, to approve the proposal for creating a new, and eliminating the old, PBIA website. The motion was approved unanimously. 8. OTHER TOPICS Mr. Rentfrow presented information regarding food truck vendors. Vendors will not be automatically informed when their temporary use permit expires. The responsibility of keeping track of and renewing permits falls solely on the vendors. Vice Chair Phegley presented a question regarding translation services for businesses and whether the City would be able to expand these services. Mr. Rentfrow has reseached this topic and discovered there is not enough of a demand for this service to expand any translating services. Mr. Rentfrow informed the Committee of an Open Government Training they will be required to participate in. This training consists of watching a video. The Committee will decide to either watch the video individually or together at a future meeting. Vice Chair Phegley moved, seconded by Boardmember Trinin, to approve Audrey Henley as a PBIA boardmember. The motion passed unanimously. 9.
