CALL TO ORDER Chair Corso called the meeting to order at 6:05 p.m. 1.A ROLL CALL Boardmember Vining arrived at 6:37 p.m. Present: 11 - Chair Mary Corso, Vice Chair Connie Phegley, Boardmember Jacob David, Boardmember Janis Dean, Boardmember Sheila Irish, Boardmember Bobbi Kerr, Boardmember Kim Murillo, Boardmember David Rauh, Boardmember Jeffrey Trinin, Boardmember Daniel Vining and Boardmember Sunday Williams Excused: 1 - Boardmember Alana Carr OTHERS PRESENT Councilmember Jeannine Roe Downtown Liaison Mark Rentfrow Sustainable South Sound President Rachel Friedman 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 16-0681 Approval of May 19th, 2016 PBIA Meeting Minutes (to be distributed at meeting) Councilmember Roe requested a change to Item 7 - Reports - Clean and Safe Committee 5th bullet point: Councilmember Roe informed the Committee that Steve Hall made a recommendation - change to Steve Hall may potentially make a recommendation. ANNOUNCEMENTS Boardmember Trinin reported his company, Always Safe and Lock, recently purchased the other Olympia lock company All City Lock and Key. Their inventory has been transferred to his company. Vice Chair Phegley reported the Downtown Neighborhood Association is having a block party on June 25, 2016. They are painting a mandala on the street on the corner of 9th and Adams. She also reported Thurston County Democratic party is renting the former Alpine Experience building for the remainder of the election season. 6. BUSINESS ITEMS 6.A 16-0680 Rachel Friedman, President of the local non-profit group Sustainable South Sound, will present an overview of the program to the PBIA Board. Ms. Friedman presented information about Sustainable South Sound (SSS). It is composed of a devoted group of volunteers who are committed to improving the quality of life in the South Puget Sound region. Members include those interested in discussing the challenging questions facing our community: · How can we share prosperity in the 21st century? · How much growth is sustainable - are there options? · How can we measure sustainability? · How can we address global warming at the community level? · How can we promote social justice? How can we protect and support our local farmers? · How can we educate the community on systems thinking? · How can we create safe living and learning environments for our children? The information was received. 7. REPORTS Clean and Safe Committee: · Rich Hoey, Public Works Director will be coming to speak at the July PBIA meeting about dumpsters, alley flushing and 4th Avenue light timing. · Waiting for a response from the City Attorney regarding addressing vandalism to buildings. · Additional weekend and evening walking patrols and body cameras costs were presented to the Finance Committee by the Chief of Police. The next step will be how to fund these costs. It was suggested that PBIA boardmembers continue to express to Council how valuable the weekend and evening walking patrols are to the vitality and safety of downtown during the public comment portion of Council meetings. · Artesian Well City of Olympia Page 2 PBIA Advisory Board Meeting Minutes June 9, 2016 o Summer calendar has just been released of events. o New Artesian Well Host and dedicated Park Ranger are currently in training for their role at the Well. They will start their positions on June 13, 2016. o There will be an update to the youth survey being done on June 10, 2016. o Cigarette butt containers may be place in the vicinity of the park. · In respect to lighted properties and nuisance crimes the former Griswold’s property was recently purchased by the City and the first neighborhood meeting was recently held about the next steps for this property. Comment cards were handed out to the boardmembers to give input regarding this property and the request for proposals process. · PBIA survey was discussed. The Committees will compile questions they feel would be beneficial on the survey and report back to the PBIA. · The 2016 Downtown Cleaning and Services list is now available on the PBIA page on the City’s website. The Board requested that Mr. Rentfrow keep them informed of upcoming meetings and issues regarding downtown so they can be prepared to discuss at their PBIA meetings. Marketing Committee: · The hanging flower baskets have been installed. There are still a few that need to be hung after brackets have been repaired or replaced. · Working on new banners. They will be the same size as the previous banners (30 inches wide by 80 inches long). Twenty-four will be made. · They should have more information about summer marketing strategies available at the next PBIA meeting. · Working on a welcome packet for new residents. · A draft newsletter has been created. · A mock-up post card has been created to be mailed out to new business owners describing the PBIA program. · The new website is in process. · Working on a block party for the summer. · Re-painting and repairing art benches were discussed. Vice Chair Phegley moved, seconded by Boardmember Dean, to fund $1200.00 to pay for three additional alley flushes over the summer for five alleys. The motion passed unanimously. 8. OTHER TOPICS Communication amongst business owners was discussed. The Board will continue to discuss the best communication option.
