APPROVAL OF AGENDA Chair Corso proposed two additions and a reordering of the agenda: Adding Ms. Buckler's briefing on the Downtown Strategy. Adding Mr. Hoey's briefing about clean and safe issues. Following Mr. Hoey's briefing will be business Item 6.A, Mr. LaRocque's overview of Providence Community Care Center. The agenda was approved as amended. 3. BUSINESS ITEMS City of Olympia Page 1 PBIA Advisory Board Meeting Minutes July 14, 2016 6A 16-0836 TJ LaRocque will present an overview of Providence Community Care Center The report was postponed. 7. REPORTS Mr. Hoey was in attendance to answer some of the Board's clean and safe questions. The following was discussed: Auto Speed on 4th Avenue The Board has concerns about the elevated speed of automobiles on 4th Avenue. Mr. Hoey explained 4th Avenue is the main road that travels from East to West Olympia. The traffic signals are timed based on the volume of traffic, time of day, air quality and minimizing fuel consumption. They are timed so if you are traveling 20-25 miles per hour you will stop at fewer lights than if you are traveling faster or slower. The maximum signal time in downtown is currently ninety seconds. The last traffic study downtown was completed in 2009. They are planning on doing another study in 2016. Alley Flushing Typically there are two alley flushings done per year in July and September. With the additional funds provided by the Parking Business Improvement Area (PBIA), alley flushings will be done once per month for five months this year. The process involves blocking off all doors in the alley, bringing in the flush truck, flushing water down the alley, blowing everything down to the street and bringing the street sweeper in to clean up the debris. Trash Compactors In an attempt to more efficiently collect garbage downtown from businesses and to hopefully eliminate some of the problems associated with individual trash bins, the City is starting a pilot program. They will be installing a trash compactor behind the Big Whiskey Saloon. All the business along that area will be participating in its use. There will be a code for each business to access the compactor. The City will maintain the unit. There is a security camera on the unit so it will be monitored. The waste receptacles currently being used by businesses in this location will be removed. If the pilot program is a success they plan on adding more units downtown in the future. Committee Reports Clean and Safe: · Murals · Bar communication · Collaboration with the City · Positive interaction with Olympia Police Department · Public restrooms City of Olympia Page 2 PBIA Advisory Board Meeting Minutes July 14, 2016 · Weekend walking patrol · Artesian Well Commons advocacy · Supporting organizations working with the street dependent community · Positive outdoor gatherings · Supplies for Clean Team Marketing: · Ad in the Stranger for three issues · Quarter page ad in the Canoe Journey Paddle official directory · New street banners - currently received two bids for creation · Met with city communications staff about branding · Continued progress on website · Continued progress on welcome packets for new residents Parking: · Next committee meeting will be on Wednesday - July 27, 2016 at 10:00 a.m. · Two hundred fifty parking tokens will be handed out during Lakefair in hopes it will encourage return visits to downtown. Communications: · Expanding the PBIA zone - Mr. Rentfrow will o provide the Board information on the procedure for expanding the PBIA zone. o provide the Board a list of current PBIA members. o work on compiling a list of businesses that could potentially be included in the expanded zone. · Working on contacting Intercity Transit regarding late night weekend bus service. Roll Over Funds Chair Corso indicated the Clean and Safe Committee has submitted a proposal to be added to the 2016 budget from the PBIA roll over funds to cover: · $10,000 - additional supplies for the Clean Team for human waste clean up · $5,000 - discretionary funds · $4,000 - additional mural · $3,000 - mural maintenance paint supplies The Board decided on $300 to laminate the unified night life message posters “Be Excellent To Each Other” will be taken from the current PBIA budget. It was decided the proposed $8,000 to install ten additional utility box wraps should come from the City. Mr. Rentfrow stated he would provide the Board the exact amount of the roll over funds for the unspent money of the PBIA from previous years. City of Olympia Page 3 PBIA Advisory Board Meeting Minutes July 14, 2016 As discussed in prior meetings, Chair Corso requested an up-to-date copy of the 2016 budget and available funds be provided to the Board at each PBIA meeting. Mr. Rentfrow stated he will have this information and the roll over fund information available at the next PBIA meeting. The Board will continue discussions of the roll over fund proposal for Council at their next meeting. Chair Corso presented some information on the new Providence Community Care Center that will be opening soon in downtown. 16-0876 ADDED AT MEETING - Update on the Downtown Strategy Ms. Buckler presented a status report on the Downtown Strategy progress to date and the next steps for the project. The report was received. 8. OTHER TOPICS Mr. Rentfrow handed out a draft PBIA 5-Year Strategic Plan 2016-2020. The Board briefly discussed the draft and agreed each of the committees would review and email Mr. Rentfrow any revisions they may have. Mr. Rentfrow handed out a map indicating the location of all public restrooms located downtown and the hours of operation. Mr. Rentfrow handed out the draft PBIA 2016 summer survey. The Board briefly discussed the draft survey and made a few changes. Mr. Rentfrow will revise the survey and it will be mailed out to PBIA members within the next month. 9.
