CALL TO ORDER Chair Brown called the meeting to order at 6:30 p.m. 1.A ROLL CALL Present: 8 - Commissioner Jessica Bateman, Commissioner Darrell Hoppe, Commissioner Roger Horn, Commissioner Missy Watts, Chair Max Brown, Commissioner Jerome Parker, Vice Chair Kim Andresen, and Commissioner Judy Bardin Excused: 1 - Commissioner Carole Richmond 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 13-1018 Approval of November 4, 2013 Planning Commission Meeting Minutes The minutes were approved as amended. 13-1019 Approval of November 18, 2013 Planning Commission Meeting Minutes The minutes were approved as amended. 14-0025 Approval of December 9, 2013 Planning Commission Meeting Minutes The minutes were approved as amended. 14-0086 Approval of December 16, 2013 Planning Commission Meeting Minutes The minutes were approved as amended. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS - None City of Olympia Page 1 Planning Commission Meeting Minutes January 27, 2014 6. INFORMATION REQUESTS Commissioners requested some clarification regarding certain Commission recommendations made to Council. 7. BUSINESS ITEMS 14-0085 Briefing from the South Sound Estuary Association (SSEA) Lynn Schneider, President of the South Sound Estuary Association (SSEA), spoke about the purpose and future of the SSEA. She outlined the vision and underscored the connection between educating the public and the ultimate health of the Puget Sound. She emphasized that taking care of the watershed is critical to the health of the Sound and SSEA has joined forces with other organizations who are working to promote a healthy Sound. She discussed the SSEA programs and goals, one of which is to have a facility like the Children's Museum that will support water systems education efforts, and a marine education hands on program. Another focus is teaching the public about changing their landscaping practices to reduce harmful effects to the Sound. The report was received. 14-0084 Recommendation on 2014 Planning Commission Work Plan Ms. Buckler handed out an information sheet about the Latimore process, a streamlined permitting process. The 2014 Work Plan was approved by unanimous vote. 8. REPORTS Heritage Committee: The Heritage Committee will meet in February with the new staff member. Commissioner Bardin attended the tree committee meeting and learned about grants for various urban forestry projects. Eligibility for some grants requires cities to have done a tree inventory and there is funding available for that. At that meeting she provided a list of policies in the Comprehensive Plan pertaining to trees. Chair Brown spoke about the Citizens Advisory Committee, where he and Commissioner Parker represented the Planning Commission. He also spoke of the opportunity for the Land Use and Environment Committee to work in tandem with the Community Renewal Area (CRA) Ad-Hoc Committee. Commissioner Horn discussed a letter from Mayor Buxbaum encouraging Planning Commission members to participate in the Finance Sub-committee. Commissioner Horn presented a letter he wrote in response to Mayor Buxbaum expressing the Commission's appreciation and asked the Commission to approve it for signature by Chair Brown, Commissioner Parker and himself.
