OPC Finance Subcommittee
1. CALL TO ORDER
Chair Horn called the meeting to order at 6:37 p.m.

Present: 4 - Commissioner Roger Horn, Vice Chair Kim Andresen,
Commissioner Jerome Parker, and Commissioner Carole Richmond
OTHERS PRESENT

2. APPROVAL OF AGENDA
The agenda was approved.
3. PUBLIC COMMENT
Bob Jacobs of 720 Governor Stevens Avenue SE remarked he has always been
impressed with the work of the subcommittee and they have made consistently high
quality recommendations over the years. He noted school impact fees seem to be
particularly problematic as the school district uses only the cost of portable to
calculate impact fees and not real school buildings. He suggested the subcommittee
contact them now, ask for a briefing, and encourage them to change their basis from
an annual review to a five year cycle.
Chair Horn noted he had contacted Olympia School District (OSD) Assistant
Superintendent Jennifer Priddy and will invite her to one of the subcommittee
meetings.
4. ANNOUNCEMENTS
The subcommittee agreed to hold their meetings on Wednesdays, generally the week
of Olympia Planning Commission (OPC) meetings. This year's schedule will be:
1. June 18 meet with Jennifer Priddy and review Capital Facilities Plan (CFP)

Element. Review the proposed revisions to the Economy Chapter.
2. July 23, CFP available on the 21. Recommended questions.
3. August 6 review with staff.
4. Week of August 4 meet with staff.
5. August 20 continue review.
6. September 10 draft letter review with OPC on the September 8.
7. September 24 final draft of letter.
5. BUSINESS ITEMS
14-0501 First Meeting regarding Review of 2015-2020 Preliminary Capital
Facilities Plan (CFP)
Comments on the CFP goals and policies:
· The CFP needs prioritization and guidance.
· Update the Long Term Financial Strategies to better incorporate the Comp Plan
and address the CFP
· CFP doesn’t reflect the policies of the Comp Plan
· When should the subcommittee look at the long range 20-Year Capital
Facilities Plan? The subcommittee agreed that this work would follow the
completion of the Comp Plan.
· Looking at things that we have discretion over. More than six years
· Chair Horn suggested that the subcommittee review Jerry Parker’s memo from
2013 prior to the next meeting as it provides an overview of many of the issues
related to the CFP.
· Discussion of Percival Landing
