CALL TO ORDER The meeting was called to order at 1:00 p.m. 2. ROLL CALL Present: 2 - Chair Brian Mark and Commissioner Carole Richmond Excused: 1 - Commissioner Paula Ehlers OTHERS PRESENT Community Planning and Development Senior Planner Joyce Phillips Members of the public: Roger Horn Phil Schulte 3. PUBLIC COMMENT - None 4. BUSINESS ITEMS 4.A 16-1059 Discussion of Committee member comments on 2017-2022 Preliminary Capital Facilities Plan (CFP) Discussion: - By invitation, former Commissioner Roger Horn shared insights from his participation in prior review of the CFP. - The subcommittee agreed to focus on the non-utility chapters given the thorough review by the Utility Advisory Committee and limited amount of time to prepare the comment letter. - The subcommittee agreed to each review a chapter in depth in order to provide comments to share with the full Commission in a drafted letter. - Commissioner Richmond agreed to chair the subcommittee and draft a CFP comment letter using the 2015 and 2014 comment letters as a starting point. - Chair Mark will provide comments on the General Capital Facilities chapter. - Commissioner Richmond will consider and provide comments on City-owned land issues. - Staff agreed to ask Commissioner Ehlers to review and provide comments on the Parks chapter. City of Olympia Page 1 Planning Commission Meeting Minutes August 29, 2016 - Staff agreed to organize a meeting with City staff to answer specific questions the subcommittee may have as it drafts its preliminary comment letter. Citizens Phil Schulte and Roger Horn offered to provide review and comments on the Transportation chapter of the CFP for the subcommittee to consider as it drafts its comment letter for the full Commission to consider.
