CALL TO ORDER Chair Quetin called the meeting to order at 6:33 p.m. 1.A ROLL CALL Present: 6 - Chair Greg Quetin, Vice Chair Daniel Garcia, Commissioner Tammy Adams, Commissioner Raphael Garcia, Commissioner Zainab Nejati and Commissioner Aaron Sauerhoff Excused: 1 - Commissioner William Hannah 1.B OTHERS PRESENT Associate Planner Casey Schaufler Associate Planner Jackson Ewing Principal Planner Nicole Floyd 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 25-0096 Approval of January 27, 2025, Olympia Planning Commission Meeting Minutes The minutes were approved. 3.B 25-0130 Approval of February 3, 2025, Olympia Planning Commission Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT The following people spoke: Chris Wickham and Jim Lazar. 5. STAFF ANNOUNCEMENTS - None 6. BUSINESS ITEMS City of Olympia Page 1 Planning Commission Meeting Minutes February 24, 2025 6.A 25-0155 Amendments to the Olympia Municipal Code 18.05 related master planned villages. The public hearing was opened at 7:21 p.m. The following people spoke: Tysha Tolefree, Michael Byun, Chris Wickham, Kyle Kronk, Matt Murray, Karen Messmer, Craig Burley, Karen & Hugh Caton, Sherri Barrett, Andrew Peterson, Jim Lazar, Brian Faller, Holly Gadbaw, Jakub Bednarek, Larry Dzieza, Glenn Wells, Annette Wells, David Merchant, Meegan Crank, Andrew Krawczyk, Kris Norelius, Kathy McCormick, Paul Berendt, and Dawn Krech. The public hearing will resume at the Olympia Planning Commission meeting on March 3, 2025 under File No. 25-0183. Commissioner Nejati moved, seconded by Commissioner Adams, to extend the public hearing regarding amendments to OMC 18.05 related to master planned villages to the March 3, 2025 Planning Commission meeting. The motion passed unanimously. 6.B 25-0163 Transportation Chapter of the Comprehensive Plan - Deliberations and Comment Letter Commissioners discussed the Transportation Chapter of the Comprehensive Plan. Commissioner Nejati moved, seconded by Commissioner D. Garcia, to move from the table the Olympia 2045 Transportation Chapter. The motion passed unanimously. Commissioner Hannah moved, seconded by Commissioner Nejati, to recommend approval of the Olympia 2045 Transportation chapter contingent upon modifications as written in the recommendation letter. The motion passed unanimously. 6.C 25-0159 Draft 2025-2026 Planning Commission Work Plan Commissioner Nejati moved, seconded by Commissioner Adams, to adjourn and complete remaining business items at the next Planning Commission meeting on March 3. PUBLIC COMMENT During this portion of the meeting, community members may address the Planning Commission regarding items related to City business, including items on the Agenda. In order for the Commission to maintain impartiality and the appearance of fairness and to comply with the Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Commission in these two areas: (1) items for which the Commission held a Public Hearing but has not yet completed its deliberations and issued a recommendation to City Council, or (2) where the speaker promotes or opposes a candidate for public office or a ballot measure. Comments are limited three (3) minutes or less. REMOTE MEETING PUBLIC COMMENT INSTRUCTIONS: Live public comment will be taken during the meeting, but advance registration is required to attend online or by phone. The link to register is at the top of the agenda. When you register to attend the meeting, you will be asked if you would like to give public comment. After you register you will receive a link by email to log onto or call into Zoom for use at the meeting date and time. If you plan on calling into the meeting, you will need to provide your phone number at registration so you can be recognized during the meeting. Once connected to the meeting you will be auto-muted. At the start of the public comment period, the Chair will call participants by name to speak in the order they signed up. When it is your turn to speak, your microphone will be unmuted.
