ROLL CALL Present: 7 - Co-Chair Genevieve Chan, Commissioner Rachelle Martin, Commissioner Kevin Mattison, Commissioner Fauziya Mohamedali, Commissioner Wesley Nguyen, Commissioner Jessicarae Nuñez and Commissioner Robin Rosen-Evans Excused: 4 - Co-Chair Parfait Bassalé, Commissioner Mark Hodgson, Commissioner Marianne Ozmun-Wells and Commissioner Larry Watkinson 2. BUSINESS ITEMS 2.A 23-0471 Social Justice and Equity Commission Retreat SDM Consulting (SDMC) CEO Sam Martin facilitated a retreat for Commissioners to discuss the current standards and policies facing the Olympia Police Department (OPD), its officers and what mechanisms exist to ensure police accountability. Commissioners opening discussion included: - Meeting purpose - Creation of an OPD/Commission website - The desire to ensure proactivity not reactivity - Youth involvement - State partnerships - Meetings with OPD to get their perspective Deputy Police Chief Sam Costello introduced himself to the Commissioners and discussed the current state of the Olympia Police Department including morale, resources and anticipated changes. Costello presented on: - Current practices - OPD Mission, Values and functions - Recruiting, hiring and training - Promotional process - Resource allocation and prioritization - Use of Force policy City of Olympia Page 1 Social Justice & Equity Commission Meeting Minutes May 27, 2023 - Training - Complaints - Critical incidents Commissioners demonstrated interest in creating a subcommittee to work with SDMC on topics of police responsiveness and police oversight models. Additionally Commissioners will schedule ride alongs or walk alongs with OPD officers to get perspective of day-to-day enforcement. The discussion was completed. 3.
