CALL TO ORDER The meeting was called to order at 6:02 p.m. 1.A ROLL CALL Present: 10 - Co-Chair Parfait Bassalé, Co-Chair Genevieve Chan, Commissioner Rachelle Martin, Commissioner Kevin Mattison, Commissioner Fauziya Mohamedali, Commissioner Wesley Nguyen, Commissioner Jessicarae Nuñez, Commissioner Marianne Ozmun-Wells, Commissioner Robin Rosen-Evans and Commissioner Larry Watkinson Excused: 1 - Commissioner Mark Hodgson 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 23-0817 Approval of August 28, 2023 Social Justice and Equity Commission Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT Leslie Cushman spoke. 5. ANNOUNCEMENTS - None 6. BUSINESS ITEMS 6.A 23-0928 Commission Annual Work Plan Review and Update Social Justice and Equity Program Manager Tobi Hill-Meyer presented on the Social Justice and Equity Commission Workplan 2023 - 2024. Commissioners provided feedback. The discussion was completed. City of Olympia Page 1 Social Justice & Equity Commission Meeting Minutes October 23, 2023 6.B 23-0929 Department of Licensing Policies Update Department of Licensing Customer Relations Assistant Director Kim Zabel presented on policy changes that improve and expand services for low-income and unhoused community members. The report was received. 6.C 23-0930 Discussion of the 2023 Police Auditor Mid-Year Report Assistant City Manager Debbie Sullivan distributed the mid-year report to Commissioners and conveyed how the Commission can use it to help inform their recommendations for oversight work. The report is available on the City of Olympia's website. The report was received. 6.D 23-0927 Update on the Community Oversight of Law Enforcement Process Director of Strategic Planning and Performance Stacey Ray updated Commissioners on the community oversight of law enforcement process. The discussion was completed. 7. REPORTS Social Justice and Equity Program Manager Tobi Hill-Meyer announced a Commissioner is ending their term on March 31 resulting in a vacancy on the Commission. Applications for the position of Commissioner will close around the beginning of December and the Co-chairs will review the first set of applications and provide candidate recommendations to City Council. There is no full Commission meeting in November and the December meeting will take place on December 4. 8. OTHER TOPICS - None 9. ADJOURNMENT The meeting adjourned at 7:49 p.m. City of Olympia Page 2
