Call to Order The meeting was called to order by Chair Curtz. 2. Roll Call Present: 7 - Chair Thad Curtz, Committee Member Kim Andresen, Committee Member Richard Doenges, Committee Member Margaret Drennan, Committee Member David Dunn, Committee Member Steve Fossum, and Committee Member Loralei Walker Absent: 4 - Vice Chair Barbara Day, Committee Member Carol Law, Committee Member Jennifer Sievert, and Committee Member Chris Ward 3. Approval of Agenda The agenda was approved. 4. Approval of Minutes 13-1002 Approval of November 7, 2013 UAC Meeting Minutes The November 7, 2013 meeting minutes were approved with some revisions from Chair Curtz within the Announcements section in regards to City Council feedback . The minutes were approved. 5. Public Comment No public comment. 6. Announcements from UAC and Staff Chair Curtz is working with Thurston Climate Action to develop a set of recommendations for a Climate Action Plan. The focus is on emission reduction planning. OMC, Chapter 2.100 states the Utility Advisory Committee (UAC) shall submit an annual report to the City Council. A submission of an annual report from the UAC has not occurred in several years. The other advisory committees also do not provide an annual report. 6. A. Planning Commission Update Committee Member Andresen provided an update on the current Olympia Planning Commission (OPC) activities. The OPC held a public hearing on the high density corridor zone building setbacks in regards to the temporary emergency action by the City Council in December 2012. The OPC also finalized the code revisions for solid waste screenings. OPC is reviewing the urban neighborhoods proposals and evaluating the May addendum that the Planning Commission adopted. The Commission also received a briefing on the Community Renewal Act from Mayor Buxbaum. On Monday, December 9 at 6:30 p.m. the Planning Commission will discuss urban greenspaces and policies in the Comprehensive Plan. UAC members are invited to attend. Chair Curtz plans to attend. Information from a group of experts will be presented at the meeting. 7. Business of the Evening 13-1003 Waste ReSources Utility Master Plan Update Senior Program Specialist Ron Jones attended the UAC meeting to provide a progress report on the Waste ReSources Master Plan. Mr. Jones reviewed strategic issues, goals, and discussed the schedule for developing a draft plan. He also reviewed the feedback received from the UAC in February 2013. UAC members provided the following feedback during the meeting: · Look into strategies for technical assistance and regulatory tools for construction & demolition (C&D) debris. Some strategies would involve the planning process. Portland has a variety of pre-construction processes in place that might be helpful to look at. · Why is the City not shipping the C&D debris to Recovery One in Tacoma - they have a much higher rate of diversion/recycling? Mr. Jones explained that Recovery One will only accept items that they can use/recycle. They also may use some of their materials for landfill cover, etc. The Thurston County Waste and Recovery Center (WARC) is not set up to deliver materials to Recovery One currently. Mr. Jones noted that this is something that we could look at as part of the plan development. · WARC is also projected to be at capacity by 2017. The UAC asked how the City’s services/operations will be evaluated as part of the planning for this. Mr. Jones noted that the changes may be more subtle, rather than significant - in terms of what types of operational changes they might make at this facility. · UAC members asked about making commercial recycling mandatory. Mr. Jones noted that this was going to be a very significant effort. He is working with City legal staff to discuss whether the City could imbed recycling into the garbage service and not face legal challenges, because a private sector company is currently operating City of Olympia Page 2 Utility Advisory Committee Meeting Minutes December 5, 2013 within the City of Olympia. He also noted that each of the commercial customers have unique recycling needs and services. The report was received. 13-1004 UAC 2014 -2015 Work Plan Development and Review of Olympia Municipal Code (OMC Chapter 2.100) on Advisory Committees Ms. Hoenig facilitated a discussion with UAC members on the development of the 2014-2015 UAC work plan. The UAC reviewed the draft work plan with requests from committee members and City staff. UAC members submitted ten requests and staff submitted seven requests. Three work plan items were discussed by UAC members. · Utility Green Power · Anaerobic Composting · Municipal Fiber It was noted that the municipal fiber item is currently not within the scope of any advisory committee at this time. A final draft of the work plan will be reviewed at the January 2, 2014 UAC meeting with the final work plan going before the General Government Committee in early February. Referral to the full Council for approval will occur in March. The report was received. 8. Adjournment Chair Curtz adjourned the meeting at 7:43 p.m. City of Olympia Page 3
