2. ROLL CALL
The meeting was called to order by Chair Curtz.
Present: 5 - Chair Thad Curtz, Committee Member Kim Andresen, Committee
Member Margaret Drennan, Committee Member Jennifer Sievert,
and Committee Member Loralei Walker
Excused: 6 - Vice Chair Barbara Day, Committee Member Richard Doenges,
Committee Member David Dunn, Committee Member Steve Fossum,
Committee Member Carol Law, and Committee Member Chris Ward

3. APPROVAL OF AGENDA
The agenda was approved by the committee members present although there was no
quorum.
4. APPROVAL OF MINUTES
14-0009 Approval of December 5, 2013 UAC Meeting Minutes
Due to a lack of a quorum, the December 5, 2013 draft meeting minutes were
forwarded to the committee meeting on February 6, 2014.
5. PUBLIC COMMENT - None
6. ANNOUNCEMENTS FROM COMMITTEE AND STAFF
Chair Curtz noted the City of Ballard’s rain garden program that has an average
rebate of $4,400 (in comparison to Olympia’s $200 rebate). He also discussed how
Ballard promotes their rain garden program with signs in the yards explaining why rain
gardens are important.

Chair Curtz said that he commented on the latest draft of the LOTT Conservation Plan
via City staff Erin Conine.
Chair Curtz attended the Urban Greenspace presentation held by the Olympia
Planning Commission on December 9, 2013. Several guest speakers attended and
spoke about numerous topics, such as social implications for urban forestry and
landscape architecture. The session was taped and can be accessed on the Planning
Commission’s website.
Water Resources Engineer and Planning Manager Andy Haub announced that the
City is recruiting for a Water Resources Engineer to focus on drinking water and
wastewater.
6. A. PLANNING COMMISSION UPDATE
Committee Member Andresen said that the Planning Commission discussed the
neighborhood addendum to the Comprehensive Plan at their December 16 meeting.
The Commission voted recently and elected new officers: Chair Max Brown and Vice
Chair Kim Andresen.
7. BUSINESS OF THE EVENING
14-0010 Storm & Surface Water Utility (SSWU) Land Acquisition and
Stewardship Strategy
Mr. Haub introduced Program and Planning Supervisor Joe Roush for the Storm and
Surface Water Utility. Mr. Roush introduced and thanked the staff that helped prepare
the Stewardship Plan: Senior Program Specialist Marcus Goodman, Intern Kris Bryan,
and Volunteer Tom Otto. Committee members reviewed a report titled Preliminary
Habitat and Stewardship Strategy - Analysis and Recommendations.
Mr. Roush and Mr. Goodman presented information on the research and analysis
staff conducted, which included GIS and land cover analyses of habitat remaining
within the utility service area. Staff informed the Committee that they intend to apply
for a $350,000 National Estuary Program (NEP) restoration grant to assist in
implementing the proposed strategy.
Committee members are supportive of the work that staff is doing in regards to the
habitat and stewardship strategy. The Committee requests updates from staff
throughout the year.
The report was received.

Due to lack of a quorum, the 2014-2015 draft workplan and officer elections

were forwarded to the Commmittee meeting on February 6, 2014.
9. ADJOURNMENT
Chair Curtz adjourned the meeting at 7:45 p.m.
