1. Call to Order
The meeting was called to order by Chair Thad Curtz.
2. Roll Call
Present: 6 - Chair Thad Curtz, Committee Member David Dunn, Committee
Member Steve Fossum, Committee Member Carol Law, Committee
Member Jennifer Sievert, and Committee Member Carole Richmond
Excused: 5 - Vice Chair Barbara Day, Committee Member Richard Doenges,
Committee Member Margaret Drennan, Committee Member Loralei
Walker, and Committee Member Chris Ward
3. Approval of Agenda
The agenda was approved.
4. Approval of Minutes
14-0203 Approval of February 6, 2014 UAC Meeting Minutes
The minutes were approved.
5. Public Comment - None
6. Announcements from UAC and Staff
Chair Curtz discussed the LOTT Water Conservation Plan and the potential for more
ambitious implementation of our conservation work. Recent rebate programs through
Puget Sound Energy are more ambitions than LOTT’s. Potential future improvements
to the conservation program were discussed.
6.A. Planning Commission Update
Olympia Planning Commission (OPC) Liaison Carole Richmond updated the
Committee on the OPC’s Comprehensive Plan activities.

7. Business of the Evening
14-0218 UAC Officer Elections
The UAC re-elected Chair Curtz as Committee Chair. Election of a Co-Chair was
placed on hold. The status of Barb Day, current Co-Chair, relative to participation on
the Committee will be determined. Co-Chair election will be scheduled for a future
meeting.
The decision was approved.
14-0204 NPDES Annual Report
Environmental Services Supervisor for the Storm and Surface Water Utility Joe Roush
presented the 2014 Stormwater Management Plan (SWMP) to the Committee.
Presentation of the annual SWMP at a public meeting is a requirement of the MS 4
Phase II National Pollution Discharge and Elimination System (NPDES) permit. In
their role the UAC was asked to review the plan and make comments to staff
regarding recommended changes. No changes were recommended by the UAC.
The report was received.
14-0206 Utility Performance Management
Waste ReSources Director Dan Daniels and Interim Water Resources Director Andy
Haub provided an overview of current utility performance measures for the
Wastewater, Drinking Water, Storm and Surface Water, and Waste ReSources
Utilities. Upcoming master planning efforts by several of the utilities warrants
understanding our use of performance measures. The general approach to
performance measurement was discussed. Current measures provide a glimpse of
readily quantifiable aspects of the utilities. However, we understand that customer
service and other work not readily quantified is also key to our success.
The UAC discussed the current measures and will be welcoming refinements through
the planning processes.
The information was provided.
