CALL TO ORDER Chair Curtz called the meeting to order. 2. ROLL CALL Present: 5 - Chair Thad Curtz, Vice Chair Margaret Drennan, Committee member Michelle Barnett, Committee member David Dunn, and Committee member Roger Wilson Absent: 3 - Committee member Steve Fossum, Committee member Dever Kuni, and Committee member Chris Ward OTHERS PRESENT Planning Commission Chair Carole Richmond 3. APPROVAL OF AGENDA The agenda was approved. 4. APPROVAL OF MINUTES 15-0775 Approval of June 4, 2015 UAC Meeting Minutes The minutes were approved. 5. PUBLIC COMMENT - None 6. ANNOUNCEMENTS FROM UAC AND STAFF Committee member Barnett said she will attend the Water Re-Use Symposium in Seattle and will report back next month. Water Resources Senior Planner Laura Keehan provided the following updates: The October 1 UAC meeting will include 2016 utility rates. With recent Council support, volume-based wastewater rates will also be included in the 2016 rates proposal. The public hearing on the rates will occur in November and staff are City of Olympia Page 1 Utility Advisory Committee Meeting Minutes September 3, 2015 requesting UAC respresentation at the hearing. The total proposed rate increase for 2016, including LOTT, is 4.5 percent. McAllister Wellfield is working properly and provided adequate drinking water supplies during the drought conditions this summer. Staff plans to present in the near future two items for discussion with the UAC and Council: - Repair costs for sewer laterals - Sea level rise update All City advisory committees are now using a City email account to conduct business. Ms. Keehan distributed instructions on how to access the City email system. Ms. Richmond provided a brief update of the current activities of the Planning Commission. 7. BUSINESS ITEMS 15-0776 Integrated Rebate Program Water Quality Program & Planning Supervisor Meliss Maxfield, Water Conservation Program Coordinator Erin Conine, and LOTT Clean Water Alliance Public Communications Manager Lisa Dennis-Perez attended the UAC meeting to discuss water conservation integrated rebate programs. The programs are offered to LOTT customers. There was no UAC deliverable; the agenda item was a briefing only. The Committee and staff discussed water saving technologies, water and cost savings and the collaboration between the other jurisdictions' conservation programs. Collaboration also occurs with Puget Sound Energy and their rebate programs. The information was provided. 15-0777 Low Impact Development Code Revisions Water Resources Engineering and Planning Manager Eric Christensen presented information on the City's efforts to implement low impact development (LID). Community Planning and Development (CP&D) Principal Planner Todd Stamm was also present because this is a Public Works and CP&D effort. In December 2015, the UAC will provide a recommendation on LID to the Planning Commission and City Council. The meeting tonight is the first of four meetings this Fall to discuss and review the low impact development code revisions. Staff also discussed LID with the UAC in October 2014 and January 2015. Mr. Christensen provided a brief overview of the LID project and requested feedback. The City must revise Olympia's Municipal Code to make LID the preferred method for new development by the end of 2016 per the Department of Ecology's Western City of Olympia Page 2 Utility Advisory Committee Meeting Minutes September 3, 2015 Washington Phase II National Pollutant Discharge Elimination System (NPDES) permit. The Committee and staff had considerable discussion on the topic of permeable pavement. Staff is proposing Option 2 out of the three options given. Staff would like comments from the Committee if this is the correct option. The UAC approved Option 2 with the understanding they could bring forward further comments on the different options. The Committee discussed how they would like to proceed in reviewing the 22 LID Issue Papers and providing feedback. They decided to focus on Group 1 (Reducing Site Disturbance) and Group 2 (Minimize Impervious Areas - Sites). The two groups have five Issue Papers for the Committee to review and provide feedback at the next meeting in October. The information was provided. 8. ADJOURNMENT Chair Curtz adjourned the meeting.
