CALL TO ORDER (5:40 pm) Chair Wilson called the meeting to order at 5:40 p.m. 1.A ROLL CALL (5:40 - 5:41 pm) Present: 5 - Chair Roger Wilson, Vice Chair Dever Haffner-Ratliffe, Committee member Mike Buffo, Committee member Austin Hildreth and Committee member Jeremy Twitchell Absent: 3 - Committee member Luke Bowerman, Committee member Steve Fossum and Committee member Arland Schneider 2. APPROVAL OF AGENDA (5:41 - 5:42 pm) The UAC moved to re-order the items for the business of the evening. The order changed as follows: 1) Storm and Surface Water Plan Briefing 2) Discuss the 2018-2019 Draft UAC Workplan 3) Sea Level Rise Response Plan Briefing The agenda was approved as amended. 3. APPROVAL OF MINUTES (5:42 - 5:45 pm) 18-0017 Approval of November 2, 2017 UAC Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT (5:45 - 5:50 pm) - No public comment 5. ANNOUNCEMENTS FROM UAC AND STAFF (5:50 - 6:00 pm) Council recently adopted the 2018 budget and utility rates as proposed by staff and recommended by UAC. The City communicates the rate changes in the utility insert called the Five Things that goes to customer in their January and February bill. During the upcoming king tides, staff noted the atmoshpheric pressure will be high in Olympia so high tides will not be as significant as first predicted. City of Olympia Page 1 Utility Advisory Committee Meeting Minutes January 4, 2018 Staff and the UAC discussed the funding another downtown toilet. Chair Wilson noted the letter sent to the Council in March 2017. The letter indicated the UAC requested further data before Wastewater utility funds are used for another downtown toilet. Council added a placeholder of $300,000 from Wastewater utility fund balance in the Capital Facilities Plan (CFP) for a toilet. Chair Wilson does not remember the toilet being a part of the CFP discussion that was brought to the UAC. Water Resources Director and Staff Liaison Andy Haub noted Community Planning and Development staff are drafting the downtown sanitation plan. The UAC requested to add a briefing on the results/data for the toilet built at the Artesian Commons to the work plan. Vice Chair Haffner-Ratliffe suggested to hear from business owners and other prespectives on how it's going. The UAC may also contact Councilmember Cooper, as their liaison, with their concerns. 6. BUSINESS ITEMS 18-0014 Sea Level Rise Response Planning - Update Mr. Haub provided a briefing on the status of the multi-jurisdictional sea level rise response plan project. The project is currently reviewing risks and vulnerabilities of downtown Olympia. The City, Port and LOTT planned a community meeting in late November, but was cancelled due to the protests on the railroad. The new community meeting date is Thursday January 18, 2018 at the Olympia Center. In addition, on Wednesday, January 31, 2018, there's a meeting of the elected officials from the City, Port and LOTT for a briefing and discussion on sea level rise. The consultant, AECOM Technical Services, will attend both meetings. After clarifying questions and a brief discussion on the presentation, the UAC thanked staff for the briefing. The information was received. 18-0015 Draft Storm and Surface Water Plan Senior Planner Susan Clark and Engineering and Planning Supervisor Eric Christensen briefed the UAC on the Draft Storm and Surface Water Plan. Staff also attended the May and September 2017 UAC meetings to provide briefings on the Plan. Staff is asking for a recommendation from the UAC. Staff will take the draft plan to the Council's Land Use and Environment Committee, then to the full Council for adoption. Staff provided public comment received and the City's response to the comments. Chair Wilson noted the financial analysis section of the plan recommends rate increases. Mr. Christensen acknowledged increases would be needed to fully fund the plan, but will not be enacted with the adoption of the plan. Staff indicated the UAC will discuss Storm City of Olympia Page 2 Utility Advisory Committee Meeting Minutes January 4, 2018 and Surface utilities finances in detail during their April 2018 meeting. Chair Wilson made a motion to write a letter to City Council with a recommendation to support the approval of the Draft Storm and Surface Water Plan. The motion passed unanimously. 18-0018 UAC Draft 2018-2019 Workplan and Officer Elections Mr. Haub distributed a revised UAC workplan at the meeting. He also reviewed the business items for February, March and April of 2018. Chair Wilson asked for a briefing on additional data on the funding of the Waste ReSources building. Mr. Haub committed to keeping the UAC informed of this item as information is available and during the budget process. The UAC is interested in doing a tour of City utility facilities during the summer this year. Mr. Haub said staff will work on scheduling the tour, especially some of the water projects. The UAC did not make a motion on the draft work plan. The Committee will review and adopt it at the February 1, 2018 meeting and nominate and elect a Chair and Vice-Chair. 7 ADJOURNMENT Chair Wilson adjourned the meeting. City of Olympia Page 3
