CALL TO ORDER The meeting was called to order at 5:40 p.m. 1.A ROLL CALL Present: 6 - Chair Dever Haffner-Ratliffe, Vice Chair Mike Buffo, Committee member Luke Bowerman, Committee member Austin Hildreth, Committee member Arland Schneider and Committee member Roger Wilson Absent: 2 - Committee member Steve Fossum and Committee member Jeremy Twitchell 2. APPROVAL OF AGENDA The NPDES business item was moved to the first item on the agenda. The agenda was approved as amended. 3. APPROVAL OF MINUTES 18-0208 Approval of February 1, 2018 UAC Meeting Minutes Committee member Twitchell was marked "absent" in the draft minutes. His roll call status was changed to "present" in the amended minutes per Chair Wilson. The minutes were approved as amended. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS FROM UAC AND STAFF - None 6. BUSINESS ITEMS 18-0210 Cost of Service and Rate Study for the Waste ReSources Utility Waste ReSources Senior Program Specialist Ron Jones and Waste ReSources Director Dan Daniels provided a briefing to the UAC. City of Olympia Page 1 Utility Advisory Committee Meeting Minutes March 1, 2018 One of the goals of Olympia's 2015-2020 Waste ReSources Plan is for staff to review the City's cost of providing solid waste and recycling services. The City hired a consultant in late 2017 to assist with an in-depth review of the Waste ReSources utility finances, cost of service levels and utility rates. The consultant reviewed the different types of collections, which are commercial, residential, organics and drop box. This also includes multi-family recycling. The UAC asked clarifying questions and provided feedback. Staff will consider UAC input during the 2019 budget and rate process later this year. The report was received. 18-0211 NPDES Annual Report Storm and Surface Water Quality Planner Jeremy Graham provided a briefing on the federal Clean Water Act’s National Pollution Discharge and Elimination System (NPDES) permit. The Department of Ecology (DOE) is the state agency that oversees the City of Olympia's compliance with the permit. Olympia is a Phase II permitee (based on population size). The annual reporting for the permit incorporates and documents the City's work to show compliance with the permit. The UAC reviews the permit report prior to submittal to DOE. The Committee also reviewed the City's Stormwater Management Plan (SWMP), which is required by the permit. Ecology extended the City's 2013-2018 Permit for one year, expiring in 2019. DOE began the process of drafting new permit language in October 2018. Preliminary proposed requirements include a new Business Pollution Prevention Program and a long-term planning approach to receiving water protection and recovery. UAC members asked Mr. Graham clarifying questions. They also suggested minor edits to the NPDES Annual Report and the Stormwater Management Program Plan. The report was received. 18-0214 Finalize Utility Advisory Committee (UAC) 2018-2019 Draft Work Plan The UAC received and reviewed the current version of the draft 2018-2019 UAC work plan. Mr. Haub presented potential utility sites for a walking tour for UAC members. The sites are in the downtown area and include: · Walking the shoreline to discuss sea level rise adaptation strategies · Water Street pump station · Trash compactor The UAC agreed to the suggested tour sites. Mr. Haub will schedule the tour during the City of Olympia Page 2 Utility Advisory Committee Meeting Minutes March 1, 2018 July/August timeframe. The UAC moved to finalize and adopt the revised 2018-2019 UAC Draft Work Plan and recommend adoption by the Council. The motion passed. 7. ADJOURNMENT Chair Wilson adjourned the meeting.
