1. CALL TO ORDER (5:40 pm)
Chair Haffner-Ratliffe called the meeting to order.

The agenda was approved.
3. APPROVAL OF MINUTES
18-0532 Approval of May 3, 2018 UAC Meeting Minutes
The minutes were approved.
4. PUBLIC COMMENT (5:45 - 5:50 PM) - None
5. ANNOUNCEMENTS FROM UAC AND STAFF (5:50 - 6:00 pm)
Public Works Director Rich Hoey introduced new Waste ReSources Director Gary
Franks.
Chair Haffner-Ratliffe accepted a position with the Washington State Department of
Commerce's Energy Division. She noted if the City intends to apply for grants from the
Department of Commerce she would need to recuse herself.
Mr. Haub announced August 23 is the date of the UAC meeting and downtown walking
tour.
Mr. Haub reported a large water main break that occurred Friday, May 18 on Boulevard
Road.

6. BUSINESS ITEMS
18-0535 Review and Discuss Draft Letter on Downtown Toilet Funding
The Committee approved the letter as written, and Chair Haffner-Ratliffe signed it.
The discussion was completed.
18-0533 LOTT Clean Water Alliance: Financial Planning Overview
Environmental Planning and Communications Director Lisa Dennis-Perez and Finance
Director Justin Long briefed the Committee on LOTT's preliminary budget and finances
for 2019.
The information was received.
18-0534 Proposed 2019 Utility Budgets and Rates
The following City staff presented a briefing on the City's proposed 2019 budget, general
facility charges (GFC) and rates:
• Water Resources Director Andy Haub
• Waste ReSources Senior Program Specialist Ron Jones
The UAC will continue the discussion on City utility finances at the September UAC
meeting and will provide a recommendation letter to the City Council. The letter will
include the UAC's support for the expansion of the Lifeline Rate program and the Capital
Facilities Plan.
The information was received.
7. ADJOURNMENT
Chair Haffner-Ratliffe adjourned the meeting.
