1. CALL TO ORDER (5:40 pm)
Chair Haffner-Ratliffe called the meeting to order.

18-1023 Approval of October 4, 2018 UAC Meeting Minutes
The minutes were approved.
4. PUBLIC COMMENT - None
5. ANNOUNCEMENTS FROM UAC AND STAFF (5:50 - 6:15 pm)
Chair Haffner-Ratliffe signed the UAC's letter of recommendation to the City Council on
the 2019 proposals on utility rates, general facility charges and the 2019-2024 Capital
Facilities Plan.
The UAC decided to write a letter to the City Council with concerns about the 0.5 percent
increase in 2019 to the municipal utility tax. Chair Haffner-Ratliffe will draft the letter for
UAC review. Once finalized, she will sign the letter on the UAC's behalf.

Mr. Haub attended a meeting on climate change that focused on insurance and financial
impacts.
6. BUSINESS ITEMS
18-1024 Regional Climate Mitigation Plan and Energy Use Update
Ms. MacEwen provided a briefing on Olympia's involvement in the regional climate
mitigation planning and an update on the energy reduction plan.
UAC members asked clarifying questions and thanked staff for the briefing.
The discussion was completed.
ADJOURNMENT
Chair Haffner-Ratliffe adjourned the meeting.

During this portion of the meeting, citizens may address the Advisory Committee regarding items related
to City business, including items on the Agenda. In order for the Committee to maintain impartiality and
the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political
campaigns, speakers will not be permitted to make public comments before the Committee in these two
areas: (1) on agenda items for which the Committee either held a Public Hearing in the last 45 days, or
will hold a Public Hearing within 45 days, or (2) where the speaker promotes or opposes a candidate for
public office or a ballot measure.
