CALL TO ORDER (5:40 pm) Vice Chair Buffo called the meeting to order. 1.A ROLL CALL (5:40 - 5:41 pm) Present: 6 - Vice Chair Mike Buffo, Committee member Dennis Bloom, Committee member Luke Bowerman, Committee member Austin Hildreth, Committee member Arland Schneider and Committee member Roger Wilson Absent: 2 - Chair Dever Haffner-Ratliffe and Committee member Steve Fossum STAFF PRESENT Water Resources Director and UAC Liaison Andy Haub Senior Planner Susan Clark Project Engineer II Diane Utter Project Engineer II Tom Swartout Engineering and Planning Manager Eric Christensen Waste ReSources Director Gary Franks 2. APPROVAL OF AGENDA (5:41 - 5:42 pm) The UAC changed the order of the business items to have the Wastewater Plan Update first. The agenda was approved as amended. 3. APPROVAL OF MINUTES (5:42 - 5:45 pm) 18-1216 Approval of UAC November 1, 2018 Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT (5:45 - 5:50 PM) - None 5. ANNOUNCEMENTS FROM UAC AND STAFF (5:50 - 6:00 pm) Mr. Haub provided updates on the following: City of Olympia Page 1 Utility Advisory Committee Meeting Minutes - Final January 3, 2019 • King tide on December 24. No flooding in downtown occurred. • City received an award for the newly constructed corrosion control facility at the Meridian reservoir. 6. BUSINESS ITEMS 19-0001 Sea Level Rise Response Planning Mr. Haub and Ms. Clark briefed the UAC on the draft Sea Level Rise Response Plan. City staff mailed a hard copy of the draft plan to UAC members in early December for their review. The review period for the public is open through January 25. The UAC discussed the draft plan and will incorporate their comments and support into a letter to the City Council. 19-0002 2019 Wastewater Management Plan Ms. Clark, Ms. Utter, and Mr. Swartout provided the briefing. UAC members asked clarifying questions and thanked staff for the briefing. Staff will return to the UAC in spring 2019 requesting a letter of support for the Wastewater Management Plan. City Council will adopt the plan in the fall of 2019. The discussion was completed. 19-0003 Development of Utility Advisory Committee 2019-2020 Work Plan Mr. Haub presented the draft UAC 2019-2020 work plan. Staff and UAC discussed the items on the work plan. UAC members suggested adding an update on the progress of the Sea Level Rise Response Plan and an update on the City's recycling program. Staff will incorporate these changes into a revised draft work plan. At the February meeting, the Committee will review the revised draft 2019-2020 work plan and will elect UAC officers (Chair and Vice Chair). Mr. Haub also informed the UAC that the City Council General Government Committee changed the process for reviewing applications for prospective advisory committee members. Each committee Chair and Vice Chair will now review the applications and then make recommendations on whom the General Government Committee should consider and interview. Mr. Haub noted the UAC would need to make a formal motion to approve the UAC Chair Haffner-Ratliffe and Vice Chair Buffo to review the applications on the UAC's behalf. 7.
