1. CALL TO ORDER (5:40 pm)
Chair Haffner-Ratliffe called the meeting to order.

2. APPROVAL OF AGENDA (5:41 - 5:42 pm)
The agenda was approved.
3. APPROVAL OF MINUTES (5:42 - 5:45 pm)
3.A 19-0106 Approval of January 3, 2019 UAC Meeting Minutes
The minutes were approved.
4. PUBLIC COMMENT - None
5. ANNOUNCEMENTS FROM UAC AND STAFF (5:50 - 6:00 pm)
Mr. Haub provided an update and next steps on the sea level rise planning project:
· A formal public hearing is scheduled for February 26, 2019 before the City
Council.
· Staff filed a Notice of State Environmental Policy Act (SEPA) Determination of
Non-Significance for the sea level rise plan.
· After the SEPA comment period is over March 6, the City Council could adopt the

plan during a Council meeting.
· The UAC made a motion to approve the letter of support for the adoption of the
sea level rise plan. Chair Haffner-Ratliffe signed the letter.
The Committee moved to authorize the Chair and Vice Chair to review new
UAC member applications and recommend four applicants for the General
Government Committee to interview. The motion passed unanimously.
6. BUSINESS ITEMS
6.A 19-0107 Olympia Development Costs
Mr. Bauer, Mr. Smith and Mr. Haub provided the briefing. The UAC asked clarifying
questions and had a discussion with staff. The UAC thanked staff for the information.
The information was provided.
6.B 19-0003 Finalize Utility Advisory Committee 2019-2020 Work Plan and Elect
Officers
Staff and UAC reviewed the updated version of the UAC's 2019-2020 Work Plan. The
updates included the addition of:
- Recycling strategy
- Sea level rise update
Chair Haffner-Ratliffe noted she would not like to be considered for an officer position this
year.
The UAC moved to approve the 2019-2020 UAC Work Plan. The motion
passed unanimously.
The UAC moved to defer the nomination and selection of officers until the
March meeting. The motion passed unanimously.
7. ADJOURNMENT
Chair Haffner-Ratliffe adjourned the meeting.
