CALL TO ORDER Chair Buffo called the meeting to order. 1.A ROLL CALL Present: 7 - Chair Mike Buffo, Vice Chair Cullen Stephenson, Committee member Michael Bradley, Committee member Donald Krug, Committee member Kristin Lamson, Committee member Eleanor (Pat) Vernon and Committee member Roger Wilson Absent: 2 - Committee member Dennis Bloom and Committee member Arland Schneider 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 20-0393 Approval of March 5, 2020 UAC Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS FROM UAC AND STAFF Mr. Christensen and Mr. Franks provided the following announcements: · Welcomed new UAC members Kristin Lamson, Donald Krug and Michael Bradley · Reviewed the UAC's authority set forth in Olympia Municipal Code 2.100.420 · Reviewed the budgets and financial structure for the four utilities of Drinking Water, Wastewater, Storm and Surface Water and Waste ReSources. · Briefing on utility operations during the Covid-19 pandemic. · Update on Percival Creek bridge and sewer line repair. · Update to the emergency response and repair of the water main break at Yelm Highway and Rich Road. BUSINESS ITEMS 20-0394 Utility Advisory Committee Work Plan Mr. Christensen and Mr. Franks reviewed the draft 2020-2021 work plan with the UAC. The work plan was re-drafted with a three-tiered approach from the General Government Committee: TIER 1: Any new work plan items that relate or seize on opportunities and/or learnings related to the COVID-19 emergency. TIER 2: Any items currently on the work plan that support the City’s recovery from the COVID-19 emergency TIER 3: Any items that are critical to advancing City Council priorities, as follows: • Homeless Response Plan/Implementation • Regional Climate Mitigation Plan • Transportation Master Plan • Parks Plan • Yelm Highway Master Plan • SE Annexation • Housing Options (1923) • Fire Regionalization • Economic Development • Other City management plans, including utility plans and the Capital Facilities Plan Following discussion, the Committee amended the 2020-2021 UAC work plan as follows: · The UAC does not normally meet in August. The Committee will hold a meeting on August 6 due to cancellation of the April 2020 meeting. · Strike the Tour of Utility Facilities from May 2020. · Strike the Recycling Update item from June 2020. · Strike the Sea Level Rise Update item from June 2020. · Move the Storm and Surface Water Rate Structure Change item originally scheduled for April 2020 to August 2020. · Move the Lifeline Rate Update item originally scheduled for April 2020 to June 2020. · Move the Utility Operating Budgets, Capital Facility Plan, Rates, and General Facility Charges item June 2020 to August 2020. Committee member Stephenson moved, seconded by Committee member Wilson, to hold a UAC meeting on August 6 to discuss utility budgets and rates. Motion carried.
