CALL TO ORDER Vice Chair Stephenson called the meeting to order. 1.A ROLL CALL Present: 8 - Vice Chair Cullen Stephenson, Committee member Dennis Bloom, Committee member Michael Bradley, Committee member Donald Krug, Committee member Kristin Lamson, Committee member Arland Schneider, Committee member Eleanor (Pat) Vernon and Committee member Roger Wilson Absent: 1 - Chair Mike Buffo 1.B. STAFF PRESENT Water Resources Director/UAC Staff Liaison Eric Christensen Waste ReSources Director Gary Franks 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 20-0758 Approval of September 3, 2020 Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS FROM UAC AND STAFF Mr. Christensen provided the following announcements: The second meeting of the Sea Level Rise Joint Administrative Committee will occur on October 19 at 5:30. The Draft Climate Mitigation Plan is available on the Thurston Regional Planning Council website. Staff presented information about this project at the March 2020 meeting. The City of Olympia Page 1 Utility Advisory Committee Meeting Minutes October 1, 2020 plan has a utility component for drinking water and wastewater. City staff are applying for grants and loans to help fund several utility projects. 6. BUSINESS ITEM 20-0741 Review and Provide Recommendations for the 2021 Utility Rates, Operating Budgets, General Facility Charges and Capital Facilities Plan Mr. Christensen and Mr. Franks provided the presentation to the UAC. The briefing included financial numbers that were updated since the August briefing. Committee Member Krug asked why the Storm and Surface Water utility is taking on the street sweeper program from the Transportation section. Mr. Christensen explained that it is common practice for municipal storm and surface water utilities to fund and administer the program. Removal of sediment from the roadways before it gets into the stormwater drainage system helps improve surface water quality and saves money and effort when cleaning catch basins. Committee member Bloom moved, seconded by Committee member Wilson, to support staff's recommendations and draft a letter to the City Council. The motion carried unanimously. 7.
