CALL TO ORDER Chair Buffo called the meeting to order. 1.A ROLL CALL Present: 8 - Chair Mike Buffo, Vice Chair Cullen Stephenson, Committee member Dennis Bloom, Committee member Donald Krug, Committee member Kristin Lamson, Committee member Arland Schneider, Committee member Eleanor (Pat) Vernon and Committee member Roger Wilson Absent: 1 - Committee member Michael Bradley 1.B. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 21-0127 Approval of December 3, 2021 UAC Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS FROM UAC AND STAFF Mr. Christensen provided the following updates: · City crews still continue to work during the public health emergency while following CDC health guidelines. City office staff are teleworking. · Status of utility customer delinquencies. · The Street Sweeper operator position officially moved from Transportation to City of Olympia Page 1 Utility Advisory Committee Meeting Minutes February 4, 2021 Water Resources on January 1, 2021. · Status of utility projects. · Reminder that advisory committee members will begin receiving a stipend in April 2021. · Update on advisory committee recruitments. · Chair Buffo is resigning from the UAC. His last meeting is in March. Mr. Franks provided the following updates: · Thurston County Board of Commissioners passed an ordinance that requires all waste generated in the County will be disposed of at the County Waste and Recovery Center. · Update on Waste ReSources recruitments. 6. BUSINESS ITEMS 21-0133 Waste ReSources 2021 Recycling Program Changes: Next Steps The information was received. 21-0131 Deschutes Watershed Plan Briefing and Request for Recommendation Ms. Buxton provided a powerpoint presentation and briefing. After the briefing, the UAC asked clarifying questions about funding and enforcement. Committee member Bloom moved, seconded by Committee member Vernon, to request the UAC Chair write a letter to City Council indicating support for Ms. Buxton to represent the City on the WRIA 13, Deschutes Watershed Restoration and Enhancement (WRE) Committee and approve submittal of the Plan to the Washington Department of Ecology (Ecology). The motion carried unanimously. 21-0142 Finalize Utility Advisory Committee Work Plan and Officer Elections Mr. Christensen presented the revised version of the 2021-2022 UAC workplan. He noted he removed the operational items. A column was also added to the workplan, as requested by the City's General Government Committee, that shows the Council priority focus for each UAC business item. The General Government Committee will review all advisory committee workplans and then forward recommendations to the City Council for approval. Committee member Lamson moved, seconded by Committee member Bloom, to approve the 2021-2022 UAC work plan as amended. Motion carried unanimously. The UAC members voted and approved Cullen Stephenson as Chair and City of Olympia Page 2 Utility Advisory Committee Meeting Minutes February 4, 2021 Dennis Bloom as Vice Chair with the term April 2021 - March 2022. 7. ADJOURN Chair Buffo adjourned the meeting at 7:34 p.m. UPCOMING The next meeting is scheduled March 4, 2021 online via Zoom.
