APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 21-0214 Approval of February 4, 2021 UAC Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS FROM UAC AND STAFF Mr. Christensen provided the following updates: City advisory committee members will receive a stipend for meeting attendance beginning April 1. A packet will be emailed to committee members that includes forms that must be filled out by June 1. Stipend payments will be issued quarterly. The UAC's workplan was finalized and will go to the General Government Committee March 24 at 5:30 p.m. Chair Buffo will attend the meeting to present the workplan and meet with the General Government Committee for their annual meeting with the advisory City of Olympia Page 1 Utility Advisory Committee Meeting Minutes March 4, 2021 committee chairs. Tonight is Chair Buffo's last UAC meeting. The UAC signed an E-card and a gift will arrive to him through the mail. Mr. Christensen and the UAC members thanked him for his service as a very thoughtful and capable committee member and chair. The UAC Chair and Vice Chair will need to review two applications to fill the Chair Buffo's vacant seat. The screening information/recommendation is due to the General Government Committee by April 5. The UAC approved and finalized the letter of support for the Deschutes Watershed Plan approval. Provided updates on utility projects. City maintenance and operations staff continue to operate under the public health emergency while following CDC health guidelines. City office staff are teleworking. 6. BUSINESS ITEMS 21-0218 NPDES Annual Report Mr. Graham provided a briefing on the City’s compliance with the State’s National Pollution Discharge and Elimination System (NPDES) Municipal Phase II Stormwater Permit. The Department of Ecology is the state agency that oversees the City of Olympia's compliance with the permit. Olympia is a Phase II permittee (based on population size). Staff also presented the City's Stormwater Management Program Plan (SWMP) for the UAC's review. The Committee was supportive of staff submitting the NPDES annual report and SWMP to the Department of Ecology. The report was received. 21-0219 Utilities Scope of Services Updates Staff presented information on the scope of services for the Water Resources utilities including programs, staffing and infrastructure. The discussion was completed. 21-0220 Utilities Financial Updates Staff presented a briefing on current finances for the City’s waste resources, drinking water, storm and surface water, and wastewater utilities.
