CALL TO ORDER Chair Stephenson called the meeting to order. 1.A ROLL CALL Present: 9 - Chair Cullen Stephenson, Vice Chair Dennis Bloom, Committee member Donald Krug, Committee member Kristin Lamson, Committee member Arland Schneider, Committee member Eleanor (Pat) Vernon, Committee member Roger Wilson, Committee member Dani Clark and Committee member Jason Selwitz 1.B. STAFF PRESENT Water Resources Director/UAC Staff Liaison Eric Christensen Waste ReSources Director Gary Franks 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 22-0109 Approval of December 2, 2021 UAC Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS FROM UAC AND STAFF Committee member Lamson thanked Mr. Christensen for the article he emailed to the UAC regarding the Steh-Chass/Squaxin Island people and for capturing the feedback for the UAC 2022-2023 workplan. Mr. Christensen provided the following updates: In January, Water Resources re-organized where the Drinking Water utility is now it's own line of business. Rich Hoey will serve as the acting Director of Drinking Water until a new City of Olympia Page 1 Utility Advisory Committee Meeting Minutes February 3, 2022 director is hired later this year. Mr. Christensen will continue as the Director over the Wastewater and Storm and Surface Water utilities. He showed pictures from the flooding in downtown near Heritage Park on January 7. The tide came in at 17.9 feet which was the second highest tide recorded for Olympia. The Sea Level Rise Response Collaborative will hold a meeting in March. Committee member Selwitz asked how the UAC can support the work of the Collaborative. Mr. Christensen said members can support the City's Capital Facilities Plan and attend the Collaborative meetings. Staff will keep the UAC informed of the upcoming meeting details. The City Council held a retreat in January and changed the Council committee assignments. Councilmember Parshley is now the Chair of the Finance Committee. This also means Councilmember Parshley is the Council liaison to the UAC. Staff will send all meeting information/materials to her. Staff also informed the UAC that the General Government Committee was renamed to the Community Livability and Public Safety Committee. He provided an update that City Public Works operations are running as needed during the pandemic restrictions. 6. BUSINESS ITEMS 22-0116 Finalize Utility Advisory Committee (UAC) Work Plan and Officer Elections Staff reviewed with the UAC the draft 2022-2023 UAC workplan. Committee members suggested minor edits to the workplan and Mr. Christensen made those edits. The UAC also reviewed the "lens" categories requested by the Community Livability and Public Safety Committee. The lenses categorize each workplan item under either Equity, Climate or Covid-19 recovery. Committee member Selwitz moved, seconded by Committee member Lamson, to approve the 2022-2023 UAC Workplan and forward to City Council's Community Livability and Public Safety Committee. The motion carried unanimously. Committee member Selwitz moved, seconded by Committee member Wilson, to approve Chair Stephenson and Vice Chair Bloom to continue in their leadership roles with the UAC.
