1. CALL TO ORDER
Chair Bloom called the meeting to order.

Staff Christensen thanked the UAC for their responses to the survey, but there was not a
unanimous preference for the in-person option. The UAC will continue to hold meetings
virtually for the foreseeable future.
UAC Member Resignation
Unfortunately, Jason Selwitz has announced his resignation from the UAC.
LOTT Reclaimed Water Study
The LOTT Clean Water Alliance has completed their Reclaimed Water Infiltration Study
(RWIS). LOTT conducted the research effort to learn about the potential risks from
residual chemicals that may remain in reclaimed water. The concern being the
implications when reclaimed water is infiltrated to replenish groundwater. LOTT will hold
a virtual Community Forum on Monday, August 15, at 5:30 p.m. to explain the study.
COVID
We’ve had numerous employees test positive for COVID since we last met. Fortunately,
it's had little impact on our operations.
Five Things
UAC members did not have any specific topics for the utility bill insert, Five Things.
Members can always email staff ideas between meetings.
6. BUSINESS ITEMS
22-0725 2023-2028 Preliminary Capital Facilities Plan
Staff Clark, Dunn and Love provided the briefing. A letter of support from the UAC is due
October 4 for inclusion in the October 19 Council meeting packet.
Committee members asked about reviewing projects through an equity lens, emergency
management and which projects can be delayed if needed. UAC and staff discussed
these topics. The UAC thanked staff for the briefing.
The discussion was completed.
22-0726 Preliminary 2023 Utility Operating Budget Drivers
Staff Christensen and Franks presented preliminary information on the 2023 operating
budget. The briefing included key budget drivers affecting utility rates and budgets.
The UAC will continue to review the 2023 budget, rates, and General Facility Charges
(GFCs) at the September 1, 2022 Utility Advisory Committee meeting. This will include a
review of LOTT Clean Water Alliance's proposed rate increase and increases to the
Capacity Development Charge (CDC).

22-0727 AWWA Performance Benchmarking
Staff Christensen provided the briefing. Committee members asked clarifying questions
and thanked staff for the briefing. Staff will bring this item back to the UAC in future for
further consideration since this is the first year the City of Olympia has participated in the
AWWA performance benchmarking program.
The information was provided.
