CALL TO ORDER Chair Bloom called the meeting to order. 1.A ROLL CALL Present: 7 - Chair Dennis Bloom, Vice Chair Kristin Lamson, Committee member Dani Clark, Committee member Donald Krug, Committee member Arland Schneider, Committee member Eleanor (Pat) Vernon and Committee member Roger Wilson 1.B. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 22-0797 Approval of August 4, 2022 UAC Meeting Minutes The minutes were amended to show Rich Hoey was one of the staff in attendance. The minutes were approved as amended. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS FROM UAC AND STAFF (6:00 - 6:15 pm) Mr. Christensen provided the following updates: Currently no hybrid option for advisory committee meetings, but that may change. The City of Olympia Page 1 Utility Advisory Committee Meeting Minutes September 1, 2022 biggest issue is uniform access for the public. Updates on grants and loans to be applied for by Public Works for numerous utility projects. Council proclaimed September as Puget Sound Starts Here month during the August 23 meeting. Staff is requesting a recommendation letter for Council adoption of the draft Drainage Design and Control Manual (DDECM). Chair Bloom and Vice Chair Lamson will review and approve/sign the letter. Staff asked the UAC for ideas/topics for the Five Things utility publication. No topics were suggested during the meeting. 6. BUSINESS ITEMS 22-0798 2023 Preliminary Utility Rates and Operating Budgets Mr. Christensen and Mr. Franks provided the briefing. The UAC requested staff bring information to the October meeting on what is being deferred from the Drinking Water Capital Facilities Plan. The 2023 preliminary utility rate increases proposed by staff: Drinking Water 6.60% Wastewater 9.82% Storm & Surface Water 11.80% Waste ReSources 4.99% LOTT 3.0% Staff will brief the UAC on the operating budget and rates at the October UAC meeting. The information was provided. 22-0799 Utilities - Quarterly Financial Updates Staff provided a briefing on current finances for the City's utilities of Waste ReSources, Drinking Water, Storm and Surface Water and Wastewater. The UAC requested from staff year-to-year information on utility revenues, expenditures and available resources to the next meeting. The UAC thanked staff for the briefing.
