CALL TO ORDER Chair Bloom called the meeting to order at 5:30 p.m. 1.A ROLL CALL Present: 6 - Chair Dennis Bloom, Vice Chair Kristin Lamson, Committee member Dani Clark, Committee member Arland Schneider, Committee member Eleanor (Pat) Vernon and Committee member Roger Wilson Absent: 1 - Committee member Donald Krug 1.B STAFF PRESENT Water Resources Director/Staff Liaison Eric Christensen Interim Drinking Water Director Susan Clark Program Assistant Lindsay Marquez 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 22-1039 Approval of October 6, 2022 UAC Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS FROM UAC AND STAFF Chair Bloom announced he attended the October 18 City Council meeting public hearing on the 2023 budget. The UAC's letter of recommendation was provided to the Council. They had no questions or comments and thanked the UAC for their review of the utility budget and rates. City of Olympia Page 1 Utility Advisory Committee Meeting Minutes November 3, 2022 Vice Chair Lamson thanked Chair Bloom for his assistance in combining UAC members comments and edits to the letter. Susan Clark provided the following updates: The City's draft Water System Plan is now available for public review. Comments can be submitted to Susan Clark via email by December 12, 2022. On Oct 25 Council adopted the updated Drainage Design and Erosion Control Manual (DDECM). Mr. Christensen provided the following updates: Staff provided a document showing the utility funds operating and capital financial histories for the four utilities. Mr. Christensen answered questions and plans to provide follow-up information in response to questions. Ideas for the utility publication Five Things were requested. The UAC did not have ideas to offer, but Mr. Christensen noted members can always email staff with ideas. The American Waterworks Association Benchmarking report is not available yet. Mr. Christensen hopes it will be published at the end of November and will provide it to the UAC when available. The Washington Department of Enterprise Services released their final Environmental Impact Statement (EIS) for the Capitol Lake/Deschutes Estuary on Monday, October 31. The EIS identifies an Estuary as the preferred alternative for the watershed. The Port of Olympia requested a review of their storm and surface water utility charges. Staff asked Port staff to attend the next UAC meeting to present information. The item will then go to the City Council for review and approval.The UAC agreed to add the Port item to their December 2022 meeting agenda. City staff will send a letter to Mr. Endler who attended the October 2022 UAC meeting. The letter will inform him the UAC plans to add his concerns to their 2023-2024 UAC workplan. Mr. Christensen announced his retirement at the end of 2022. An interim Director will likely be appointed while the formal recruitment is being conducted. Staff will keep the UAC informed regarding this. 6. BUSINESS ITEMS 22-1036 Source Control Program Briefing Mr. Graham and Ms. McCleary provided an overview of the new Source Control City of Olympia Page 2 Utility Advisory Committee Meeting Minutes November 3, 2022 Program. The program is a requirement of the City's municipal stormwater permit. The UAC asked about volunteer opportunities for the program, criteria used to prioritize sites, and the timeframe for businesses to come into compliance. Staff also provided the City's spill hotline number (360-753-8333). Staff explained how spills are responded to and handled. The UAC is supportive of the City's Source Control Program and thanked staff for the briefing. The information was provided. 22-1037 Stormwater Collections Planning Mr. Christensen provided the briefing. The UAC asked clarifying questions and staff and UAC had discussion. The UAC thanked staff for the information. The information was provided. 22-1038 Sea Level Rise Update Mr. Christensen provided a briefing and update on the Olympia Sea Level Rise Response Collaborative efforts. He noted the next meeting of the Executive Committee of the Sea Level Rise Response Collaborative is tomorrow, Friday November 4, 2022.
