APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 23-0124 Approval of December 1, 2022 UAC Meeting Minutes Typo in "Announcements from UAC and staff" in the item about the Five Things; remove the word "an". Additionally, Committee member Wilson requested a sentence be added to the Announcements section to capture the request that staff utilize the Five Things to promote the goals of the Waste ReSources plan and to help engage the community with their programs and initiatives. The minutes were approved as amended. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS FROM UAC AND STAFF City of Olympia Page 1 Utility Advisory Committee Meeting Minutes February 2, 2023 Committee member Wilson gave kudos to Committee member Krug for his review and edits to the draft Waste ReSources Plan and appendices. Committee member Wilson asked about House Bill 1110 and the City's position on it. He noted how this bill may have an impact on the utilities if it passes. Staff will talk to the City Manager's office and provide a response to the UAC. Chair Bloom and Vice Chair Lamson recently attended the City's Diversity, Equity and Inclusion training and encouraged other Committee members to attend, either virtually or in person. Registration is still open to this four part series. Interim Water Resources Director and Staff Liaison Jesse Barham provided the following announcements: City staff reports now have Equity and Climate sections. The Thurston Regional Planning Council (TRPC) applied for and was awarded a grant for stormwater roadway retrofit planning. The grant-funded work will cover locally managed roadways across all the Puget Sound draining watersheds in Thurston County, including Olympia. Starting this year LOTT Clean Water Alliance will begin a two-year pilot project for discounted capacity development charges (CDC) for low income housing. The Budd Inlet TMDL by State of Washington Department of Ecology was approved by the EPA. The City is recruiting for the Drinking Water Utility and Water Resources Director positions. Distributed the City's 2023 legislative priorities to UAC members as requested. City Climate Program staff will take over the staffing of the Sea Level Rise Response Collaborative Executive Committee meetings. Staff from the Storm and Surface Water utility will participate as a technical resource. The City's new street sweeper arrival date changed from April to August 2023. The City is working through the recruitment process for new advisory committee members. The UAC has three vacancies. Chair Bloom and Vice Chair Lamson assisted with screening candidate applications and will be invited to participate in interviews. Committee appointments will occur by the end of March. Interim Drinking Water Utility Director Susan Clark provided the following City of Olympia Page 2 Utility Advisory Committee Meeting Minutes February 2, 2023 announcements: The City's draft Water System Plan is available on the City's website for review and public comment. Staff have not received any public comment thus far. The City is now awaiting for the Department of Health's review and approval. On January 31 City Council approved a new Memorandum of Agreement (MOA) between the cities of Olympia, Lacey and Tumwater associated with the Brewery Water Rights. The new MOA will allow a partner to allocate/sell it's share to another partner if desired. City of Olympia drinking water staff continue to work with City of Lacey on an interim water wholesale agreement. The City Drinking Water utility received the Sanitary Survey results from the Washington State Department of Health. The results were good with no issues to address. 6. BUSINESS ITEMS 22-1121 Climate Mitigation Update Dr. Braff provided the briefing. Committee members asked questions and had a discussion. The UAC thanked Dr. Braff for the briefing. The information was provided. 23-0126 2023-2030 Waste ReSources Master Plan review and recommend for approval Mr. Jones provided the briefing and requested a letter of recommendation and support from the UAC to take to City Council in support of the Plan. UAC members recommended development of a table or Gantt chart of planned actions (a timeline with milestones) posted to the City’s website. The UAC will add this specific recommendation to the letter. The UAC thanked Mr. Jones for the briefing. Vice Chair Lamson moved, seconded by Committee member Krug, to write a letter to City Council recommending adoption and support of the Waste ReSources Master Plan. The motion carried unanimously. 23-0127 Stormwater Climate Planning Mr. Barham provided the briefing. Committee members asked questions and had a discussion. The UAC thanked Mr. Barham for the briefing. The information was provided. 23-0128 Development of Utility Advisory Committee Work Plan Mr. Barham and the UAC discussed the draft 2023-2024 work plan. City of Olympia Page 3 Utility Advisory Committee Meeting Minutes February 2, 2023 The UAC is interested in field trips and site tours. It was suggested that field trips/tours could occur outside of regular UAC meetings. Staff noted this is possible, just need to ensure the Open Public Meeting Act is followed. The UAC requested a list of options for different sites to choose from. Staff agreed and will work on this. Staff will revise the work plan based on tonight's discussion. The work plan item will be on the March 2 agenda for final approval and adoption. Staff will then forward the work plan to the City's Community Livability and Public Safety Committee (CLIPS) for further review. The discussion was completed. 7. ADJOURNMENT Chair Bloom adjourned the meeting at 7:42 p,m.
