CALL TO ORDER Chair Bloom called the meeting to order and read the Tribal Acknowledgment. Present: 6 - Chair Dennis Bloom, Committee member JP Anderson, Committee member Donald Krug, Committee member Arland Schneider, Committee member Virginia Towne and Committee member Eleanor (Pat) Vernon Absent: 3 - Vice Chair Kristin Lamson, Committee member Sherry Chilcutt and Committee member Dani Clark 1.A. APPROVAL OF AGENDA The business item "Olympia Equity Index and Service Equity Analysis Briefing" was postponed due to a staff emergency and will be re-scheduled to another date in the 2023-2024 work plan period. The agenda was approved as amended. 3. APPROVAL OF MINUTES 23-0389 Approval of April 6, 2023 UAC Meeting Minutes The minutes will be amended to acknowledge the receipt of an email to the UAC from community member Terry Ballard regarding a stormwater damage claim. The minutes were approved as amended. 4. PUBLIC COMMENT - None City of Olympia Page 1 Utility Advisory Committee Meeting Minutes - Final May 4, 2023 5. ANNOUNCEMENTS FROM UAC AND STAFF Chair Bloom welcomed new UAC member JP Anderson. Mr. Barham provided the following information: Mike Vessey was appointed the Drinking Water Utility Director. UAC members congratulated Mr. Vessey. The City received $17,414.03 from a class action lawsuit settlement against Monsanto for polychlorinated biphenyls “PCBs" stormwater impacts to jurisdictions. Funds were awarded to local governments across the U.S. that are NPDES Phase I and II permittees. The City will place the funds in the Storm and Surface Water utility capital fund to use for future projects. The City will celebrate National Public Works Week May 22 - 26. The City will post kudos and recognition on the City's social media channels. Several recruitments are occurring in Public Works such as a GIS Specialist, Drinking Water and Storm and Surface Water Engineers, Environmental Services Supervisor and Drinking Water Operations Supervisor/Purveyor. 6. BUSINESS ITEMS 23-0388 Olympia Equity Index and Service Equity Analysis Briefing The information was postponed to a future meeting. 23-0391 Comprehensive Plan Periodic Update Staff provided the briefing. Committee member Vernon asked staff to make note of migration and how that relates to population growth and the impacts on drinking water resources. The Olympia Planning Commission will hold public hearings on the Comprehensive Plan review and will eventually make recommendations to the City Council. The UAC and community members can sign up to receive Comprehensive Plan updates via email . Staff will send to the UAC a link to Comp Plan periodic update webpage. Chair Bloom and Staff Liaison Barham will discuss the logistics of creating the UAC sub-committee/work group. Staff will contact the absent UAC members to gauge their interest. The sub-committee will provide updates during the Announcements section of each meeting. City of Olympia Page 2 Utility Advisory Committee Meeting Minutes - Final May 4, 2023 Committee member Krug offered to stay abreast of the Olympia Planning Commission's review of the Comprehensive Plan and report back to the UAC during Announcements of each meeting. Staff will bring this item back to the full committee in February 2024. Chair Bloom moved, seconded by Committee member Krug, to establish a Comprehensive Plan sub-committee/study group to review the Utilities chapter. The motion carried unanimously. 23-0393 Olympia Municipal Code Revisions for Chapter 13.12, Solid Waste After Legal review, Staff will email the UAC the draft OMC update for their review. The report was received. 23-0394 Utilities - Quarterly Financial Updates The report was received. 7. ADJOURNMENT Chair Bloom adjourned the meeting at 7:28 p.m. City of Olympia Page 3
