MEETING MINUTES 1) Call to Order by Village of Oregon Board and Oregon School District Board. Oregon School Board President Krista Flanagan called the joint Oregon School District and Village of Oregon Public Safety meeting to order at 5:15 p.m. Present: Krista Flanagan and Leslie Wright Also Present: Oregon School District Superintendent Leslie Bergstrom, In-House Counsel/Director of Human Resources Jina Jonen, Principal Jim Pliner, and Principal Jorge Avalos. 2) Roll Call of Village of Oregon Board and Oregon School District Board. Village Trustee Amanda Peterson called the Village of Oregon Public Safety Committee joint meeting to order at 5:12 p.m. on Wednesday August 23, 2023. Present: Chair Amanda Peterson & Derek Below Absent: Carlene Bechen Also Present: Village Administrator Martin Shanks, Chief of Police Jennifer Pagenkopf, Deputy Clerk Joy Hanson. 3) Business (Items are for Discussion and Possible Action). a) Semi-annual program assessment of the School Resource Officer Program. The following handouts were distributed at the meeting: ▪ School Resource Officer (SRO) Strategic Planning 2022-23 End of the Year Review, August 23, 2023. ▪ Appendix A – School Resource Officer (SRO) Strategic Planning Working Draft 2023-24. ▪ Appendix B – School Resource Officer (SRO) Training 2022-23. ▪ School Resource Officer Program Agreement Draft Agreement 2023-24. Jonen referenced and reviewed the SRO Strategic Planning 2022-23 End of the Year Review, August 23, 2023. Approved 10-30-2023 Page 1 of 2  There was a general discussion about the SRO program. Jonen shared that current SRO Kyle Schewe is an excellent partner and provides a good working relationship. She reviewed the activities that he is involved in providing training and direction to the students. She noted that Officer Schewe does monthly safety checks through the school, checking on locked doors and vulnerable spaces. He works with the Building and Grounds Department making adjustments as necessary to continually improve security. Below expressed appreciation for the additional handouts and requested they be added to the packet before the meeting, allowing sufficient time for the members to review everything. Jonen referenced and reviewed Appendix A, School Resource Officer (SRO) Strategic Planning Working Draft 2023-24. She highlighted that this is a working draft, and suggestions are welcome. The Middle School specifically requested the SRO officer be on the Panther Press, and other schools have asked for the opportunity to get to know the SRO officer better. b) Next Meeting Date. There was no date considered at this meeting. 4) Adjournment. Below moved, seconded by Peterson to adjourn the Village of Oregon Public Safety Committee joint meeting at 6:14 p.m. on Wednesday August 23, 2023. Motion carried 2-0.
