CITY OF ORINDA TRAFFIC SAFETY ADVISORY COMMITTEE MINUTES MARCH 16, 2015 A REGULAR MEETING OF THE TRAFFIC SAFETY ADVISORY COMMITTEE (TSAC) WAS HELD ON THE ABOVE DATE IN THE SARGE LITTLEHALE COMMUNITY ROOM, 22 ORINDA WAY, ORINDA, CALIFORNIA. A. CALL TO ORDER Chair Roberts called the meeting to order at 7:01 p.m. B. ROLL CALL COMMITTEEMEMBERS: Greg Haet, David Libby, Mark Roberts, Steve Schnier City Staff: Senior Engineer Larry Theis C. TRAFFIC SAFETY ADVISORY COMMITTEE MEETING MINUTES January 12, 2015 It was noted that Item E.1 of the Draft Minutes should be amended to include an accident at Monte Vista/Camino Pablo in the Traffic Citations Report. MOTION: By Committeemember Schnier, seconded by Committeemember Libby, to approve the TSAC Meeting Minutes of January 12, 2015, as amended. The motion carried by unanimous voice vote. D. PUBLIC COMMENT - None E. TRAFFIC CALMING UPDATES AND ACTIONS 1. Briefing from Police Chief - SLOW DOWN ORINDA/Traffic Citations Report Police Chief Nagel was not in attendance; the Traffic Citations Report will be provided at the next TSAC meeting. 2. Traffic Calming Requests • Sleepy Hollow Lane Senior Engineer Theis provided the TSAC with copies of the Traffic Calming Request which had been submitted by Jackson Mosher, neighborhood resident. Senior Engineer Theis advised that he had completed a staff evaluation of the request and determined that the eastern segment (ingress) of Sleepy Hollow Lane is more curved and has a narrower feel than the western segment (egress). In particular, the egress section off of Washington Lane is a straightaway that is slightly downhill, which would encourage higher vehicular speeds. School zone speed limit restrictions would be limited to within 500 feet of the entrance to 1 March 16, 2015  Sleepy Hollow Elementary School and could only be applied on Washington Lane, as Sleepy Hollow Lane is more than 500 feet away from the school. Mr. Mosher described the speeding and lack of sight distance, especially along the horizontal curve nearest Lombardy Lane. Kevin Schraith, Orinda resident, concurred and stated that his driveway is along this curve and it is difficult to see approaching vehicles from southbound Sleepy Hollow Lane. The TSAC discussed several traffic calming measures and specific processes that would be required to install speed cushions or other Level 3 measures. Mr. Mosher decided that he will discuss the matter with his neighbors and determine which traffic calming measures he would like to propose. Senior Engineer Theis requested that Mr. Mosher re-submit the revised request when appropriate. This item was tabled until a new request is submitted and evaluated. 3. Accessibility Issues Senior Engineer Theis reported that the design of the ADA ramp at the end of Bryant Way to Camino Pablo is at 35% stage. It has been recently reviewed by the Public Works Aesthetic Review Committee (PWARC), which provided comments. The design will be re-evaluated and brought back to the PWARC prior to proceeding to the 95% stage. F. STAFF REPORT 1. Update • Council Actions on Traffic Calming Recommendations The Brookwood Road traffic calming recommendation was presented to the City Council on January 13, 2015 for review and direction. Staff has recommended the Brookwood Road traffic calming improvements be included as an unfunded project in the next Capital Improvement Plan (CIP). The City Council approved the plan and concurred with staff’s suggestion to fund the project by adding a new Traffic Calming Improvement Program to the upcoming FY16 CIP. Several residents attending the City Council meeting expressed their support for the improvements. Staff is proceeding with purchasing the speed cushions and signage for the project and will work with PG&E to establish an electric metered power source for a radar feedback sign. Senior Engineer Theis also notified the Committeemembers that that the recent discussion of the Orinda Intermediate School Sidewalk Master Plan (Ivy Drive neighborhood) has been referred back to the TSAC for further evaluation. The City Council would like TSAC to evaluate safety related issues regarding 2 March 16, 2015  the installation of sidewalks in the Ivy Drive neighborhood. An upcoming TSAC meeting, tentatively in May or June 2015, will be held at Orinda Intermediate School and the surrounding community will be invited to discuss the Sidewalk Master Plan prior to a recommendation being made to the City Council.
