A. CALL TO ORDER Chair Bisesto called the meeting to order at 7:04 p.m. Chair Bisesto explained the process for the teleconference meeting. B. ROLL CALL COMMITTEEMEMBERS: Laura Bisesto, Travis Blaschek-Miller, Stuart House (absent, unexcused), Mark Roberts, Steve Schnier (absent, unexcused) City Staff: Assistant Engineer Kevin McCourt; Senior Engineer Sivakumar Natarajan C. TRAFFIC SAFETY ADVISORY COMMITTEE MEETING MINUTES May 18, 2020 MOTION: By Committeemember Roberts, seconded by Committeemember Blaschek- Miller, to approve the TSAC Meeting Minutes of May 18, 2020. The motion carried by a unanimous vote. D. PUBLIC FORUM - None E. DISCUSSION – SAFE DRIVING EDUCATION FOR SCHOOL ZONES Committeemember Blaschek-Miller will be contacting the school Principals regarding this program. Assistant Engineer McCourt informed the TSAC that currently there is availability on the sign-up sheet to hang a banner over the BART walkway to promote the program. Committeemember Blaschek-Miller will submit dates for hanging a banner in the future. This item was continued to the next TSAC meeting. F. TRAFFIC CALMING UPDATES AND ACTIONS 1. Briefing from Police Chief - SLOW DOWN ORINDA/Traffic Citations Report No Update - Police Officer Hughes was unable to attend the TSAC meeting due to a scheduling conflict. 2. Accessibility Issues Assistant Engineer McCourt informed the Committee that he will bring an updated list of pedestrian ramp yet to be upgraded to a future TSAC meeting. G. STAFF REPORT 1. Update – Current Balance of Traffic Calming Improvements Program FY 2020 expenditures are $244.69 to date; of the $40,000 budget, the remaining balance is $39,755.31. 2. Update - Hillcrest Drive (between Martha Road and Overhill Road) – Speed Cushion Installation and Radar Speed Sign Installation – (NAT Finalizing Traffic Calming Plan) Assistant Engineer McCourt advised that the Neighbor Action Team (NAT) is currently waiting for response from one additional neighbor regarding the location of the second speed cushion. This item may be postponed. 3. Dalewood Drive – Speed Cushion Request (1st NAT Meeting) Assistant Engineer McCourt advised that he is working with the applicants to schedule a date for the first NAT meeting. 4. Postponed – Northwood Drive – Speed Cushion Request (ON HOLD) Assistant Engineer McCourt advised that he will attempt to contact the applicants to arrange the first NAT meeting. 5. Lost Valley Drive/Valley View Drive - Signage/Striping/Radar Feedback Request (ON HOLD) Assistant Engineer McCourt advised that staff is asking the consultant to go forward with the study for the three-way Stop sign at the Lost Valley Drive/ Valley View Drive/Don Gabriel Way intersection. Donna Johnke, Orinda resident, asked if the traffic study will consider vehicle speed; she also asked whether speed cushions were allowed on Valley View Drive, a designated Collector street. Assistant Engineer McCourt clarified that the traffic study would factor in vehicle speed and that Collector streets have stricter guidelines for the installation of speed cushions. Committeemember Blaschek-Miller inquired about the process for creating a bike lane on Lost Valley Drive. Committeemember Roberts commented that it would be wise to first address vehicle speed prior to inviting bicyclists. 6. Postponed – Underhill Road – Speed Cushion Request (ON HOLD) No Update 7. Postponed – Sleepy Hollow Lane – Various Traffic Calming Measures (ON HOLD) Robert Schroeder, Orinda resident, presented a map indicating which residents were in favor of speed cushions and which were opposed; he asked for guidance on the next steps. Assistant Engineer McCourt stated that there are currently seven requests in the queue ahead of the Sleepy Hollow Lane request. Dana Wentworth, Orinda resident, requested that the Committee prioritize the request due to the proximity to a school. Committeemember Roberts indicated that he may favor prioritizing the request due to the proximity to the school. Chair Bisesto requested that staff advise the Committee at the next TSAC meeting which requests are on School Routes. H.
