A. CALL TO ORDER Chair Bisesto called the meeting to order at 7:05 p.m. Chair Bisesto explained the process for the teleconference meeting. B. ROLL CALL COMMITTEEMEMBERS: Laura Bisesto, Travis Blaschek-Miller, Stuart House (absent, excused), Mark Roberts, Steve Schnier (absent, excused) City Staff: Assistant Engineer Kevin McCourt; Senior Engineer Sivakumar Natarajan; Police Officer Brock Hughes C. TRAFFIC SAFETY ADVISORY COMMITTEE MEETING MINUTES June 15, 2020 MOTION: By Committeemember Roberts, seconded by Committeemember Blaschek- Miller, to approve the TSAC Meeting Minutes of June 15, 2020. The motion carried by a unanimous vote. D. PUBLIC FORUM - None E. DISCUSSION – SAFE DRIVING EDUCATION FOR SCHOOL ZONES Committeemember Blaschek-Miller requested feedback from the Committeemembers on alternative methods, in addition to mailing flyers, to reach the parents of school-age children as schools have continued distance learning due to the COVID-19 pandemic. Chair Bisesto suggested that it may be better to wait until schools open back up as parents may be more attentive to new information. Dana Wentworth, Orinda resident, stated that Yellow Bus has canceled their service and County Connection is currently limiting their capacity due to social distancing; this will increase the number of vehicles on the road, making it a good time for TSAC to work with the School District on traffic issues; she suggested contacting each school Principal, as well as Stuart House, to utilize their weekly informational e-mail blasts; traffic may be a larger issue than speeding if schools open up. 1 DRAFT July 20, 2020  Committeemember Blaschek-Miller questioned what resources, such as a sign trailer, the TSAC could use to help mitigate traffic. Officer Hughes stated that the Police Trailer is currently not working and the department is looking into replacing or fixing it. Chair Bisesto stated that encouraging walking and biking to school may help mitigate the traffic congestion. This item was continued to the next TSAC meeting. F. TRAFFIC CALMING UPDATES AND ACTIONS 1. Briefing from Police Chief - SLOW DOWN ORINDA/Traffic Citations Report Police Officer Hughes provided the May 2020 Traffic Enforcement Statistics stating that citations are down due to lower traffic and although the Police Department is making contact with the public, they are writing less citations due to social distancing for the COVID-19 pandemic. 2. Traffic Calming Requests - No new requests 3. Accessibility Issues Assistant Engineer McCourt informed the Committee that he is working on updating the list of pedestrian ramps and will bring it to a future TSAC meeting. G. STAFF REPORT 1. Update – Current Balance of Traffic Calming Improvements Program FY 2021 expenditures are $0 to date; of the $40,000 budget, the remaining balance is $40,000.00. 2. Update - Hillcrest Drive (between Martha Road and Overhill Road) – Speed Cushion Installation and Radar Speed Sign Installation – (NAT Finalizing Traffic Calming Plan) Assistant Engineer McCourt advised that the Neighbor Action Team (NAT) is currently waiting for a house within 40 feet of one of the proposed speed cushions to be sold in order to obtain feedback from the new property owner. 3. Dalewood Drive – Speed Cushion Request (1st Neighborhood Meeting) Assistant Engineer McCourt advised that the first neighborhood meeting is scheduled for July 29, 2020. 4. Northwood Drive – Speed Cushion Request (1st Neighborhood Meeting) Assistant Engineer McCourt advised that he is currently working with the applicant to determine a date to hold the first neighborhood meeting. 5. Lost Valley Drive/Valley View Drive - Signage/Striping/Radar Feedback Request (ON HOLD) 2 DRAFT July 20, 2020  Assistant Engineer McCourt advised that staff is asking the consultant to go forward with the study for the three-way Stop sign at the Lost Valley Drive/ Valley View Drive/Don Gabriel Way intersection. Donna Johnke, Orinda resident, stated that she will be providing additional information regarding the request to the TSAC. Chair Bisesto requested that staff send the information shared by Ms. Johnke to the consultant working on the study. 6. Postponed – Underhill Road – Speed Cushion Request (ON HOLD) No Update 7. Postponed – Davis Road – Speed Cushion Request (ON HOLD) No Update 8. Postponed – Sleepy Hollow Lane – Various Traffic Calming Measures (ON HOLD) Dana Wentworth, Orinda resident, requested that the TSAC change the wording on the agenda from “Postponed” to “In Progress” as it better describes the state of the traffic calming requests; she also encouraged the TSAC to use more of the budget by allowing the neighborhoods to continue their progress as the traffic calming process is very difficult to get through. Chair Bisesto advised that the City has limited staff resources to work on the Traffic Calming Requests and the process is needed due to the impact the calming measures have on the community. Committeemember Blaschek-Miller stated that the traffic calming process is in place to protect the community while making sure the desires of the community are met. H.
