A. CALL TO ORDER Committeemember Schnier called the meeting to order at 7:02 p.m. Committeemember Schnier explained the process for the teleconference meeting. B. ROLL CALL COMMITTEEMEMBERS: Travis Blaschek-Miller, Brandon Haydu, Stuart House, Emily Warren, Steve Schnier City Staff: Assistant Engineer Kevin McCourt C. TRAFFIC SAFETY ADVISORY COMMITTEE MEETING MINUTES April 11, 2022 Chair Blaschek-Miller and Committeemember House noted that they would abstain from the motion as they were not present at the April TSAC Meeting. MOTION: By Committeemember Warren, seconded by Committeemember Haydu, to approve the TSAC Meeting Minutes of April 11, 2022. The motion carried by a voice vote 2-0-2 (Blaschek-Miller and House, Abstain). D. PUBLIC FORUM - None E. DISCUSSION – ADDITIONAL TRAFFIC CALMING DEVICES FOR THE NTMP Assistant Engineer McCourt reviewed the TSAC request for alternative traffic calming measures due to the MOFD’s denial of speed cushions; rumble strips and or Bots Dots have been requested by residents; the Manual on Uniform Traffic Control Devices (MUTCD) states that rumble strips are used as warnings for unexpected changes in the roads. In conversation with staff, the City of Lafayette’s Traffic Engineer noted that rumble strips had been previously installed at the intersection of St. Mary’s Road and Rohrer Drive; however, the strips generated daily noise complaints from the same residents who had originally requested the installation and the strips were ultimately removed; the City of Lafayette has determined that speed cushions work best for speed mitigation and has installed 11 speed cushions, with plans to install additional ones. Assistant Engineer McCourt stated that staff is currently working on creating a better request procedure, including requiring residents to complete lower levels of traffic 1 DRAFT May 16, 2022  calming (i.e. education and enforcement) prior to requesting more advanced measures; this may help with the MOFD’s review process. Committeemember Warren commented that rumble strips may not be the best solution and requested that staff reach out to additional cities to determine how they interface with the local Fire Departments and the installation of speed cushions. Committeemember Haydu suggested staff contact the Town of Moraga and the cities of Berkeley and Danville. Assistant Engineer McCourt stated that staff would do additional research and report to the Committeemembers. F. DISCUSSION - MORAGA WAY TRAFFIC SAFETY Assistant Engineer McCourt advised that there is a current City project creating the Local Roadway Safety Plan (LRSP), which is going to consider all roads in the City; if the TSAC still wants to move forward with a traffic study for Moraga Way, a circulation review completed by a traffic engineering consultant would be a first step. Chair Blaschek-Miller requested that this discussion be continued to the next TSAC meeting This item was continued to the next TSAC meeting. G. TRAFFIC CALMING UPDATES AND ACTIONS 1. Briefing from Police Chief - SLOW DOWN ORINDA/Traffic Citations Report Officer Delgado was unable to attend the meeting to provide a briefing. 2. Traffic Calming Requests No new requests H. ACCESSIBILITY ISSUES 1. Update – Accessibility - None 2. Update – Active Transportation Program (ATP) Grant Assistant Engineer McCourt requested a letter of support for the Active Transportation (ATP) Grant for the Camino Pablo Pathway Rehabilitation and a raised cross-walk at the intersection of Glorietta Boulevard and Martha Road. MOTION: By Committeemember House, seconded by Committeemember Haydu, to approve a letter of support for the Camino Pablo Pathway Rehabilitation and a raised cross-walk at the intersection of Glorietta Boulevard and Martha Road. The motion carried by a unanimous voice vote. I. STAFF REPORT 1. Update – Current Balance of Traffic Calming Improvements Program 2 DRAFT May 16, 2022  FY 2021 expenditures are $0 to date; of the $30,000 budget, the remaining balance is $30,000.00. 2. Update - Hillcrest Drive (between Martha Road and Overhill Road) – Speed Cushion Installation and Radar Speed Sign Installation – (NAT Finalizing Traffic Calming Plan) Assistant Engineer McCourt advised that the identified location for the speed cushion is no longer available; the NAT will be requesting signage only. 3. Update - Dalewood Drive – Speed Cushion Request (Appeal MOFD) Assistant Engineer McCourt stated that the MOFD has denied the current locations. Chair Blaschek-Miller questioned whether Stop signs in lieu of the speed cushions would be appropriate. Committeemember Haydu commented that that he supports moving forward with the study but questioned the disadvantages of installing potentially unwarranted Stop signs. Elizabeth Boyle, Orinda resident, expressed her frustration with the process and MOFD’s refusal to approve the speed cushions. MOTION: By Committeemember Haydu, seconded by Committeemember House, to complete three warrant analyses for Dalewood Drive. The motion carried by a unanimous voice vote. 4. Update - Northwood Drive – Speed Cushion Request (40’ Neighborhood Vote) Assistant Engineer McCourt advised the speed cushion location has been denied and the only available option is signage. 5. Update – Sleepy Hollow Lane – Various Traffic Calming Measures (NAT Meeting) Assistant Engineer McCourt presented the updated traffic calming plan that included two requests for Stop signs. Dana Wentworth, Orinda resident, stated the neighborhood is discussing eliminating a few speed cushions and extending existing striping. Assistant Engineer McCourt advised that he will work with the NAT to finalize the traffic calming plan. MOTION: By Committeemember House, seconded by Committeemember Haydu, to complete a warrant analysis for both the intersection of Sleepy Hollow Lane at South Tarry Way and the intersection of Sleepy Hollow Lane and Lombardy Lane.
