A. CALL TO ORDER Chair Blaschek-Miller called the meeting to order at 7:01 p.m. Chair Blaschek-Miller explained the process for the teleconference meeting. B. TRAFFIC SAFETY ADVISORY COMMITTEE MEETING MINUTES May 16, 2022 MOTION: By Committeemember House, seconded by Committeemember Schnier, to approve the TSAC Meeting Minutes of May 16, 2022. The motion carried by unanimous voice vote. D. PUBLIC FORUM - None E. DISCUSSION - MORAGA WAY TRAFFIC SAFETY Assistant Engineer McCourt advised that the current City project creating the Local Roadways Safety Plan (LRSP) is on-going; an estimate of $20,000 to $25,000 was quoted by the consultant to conduct an additional circulation study of Moraga Way. The LRSP will be considering safety signs along the Moraga Way corridor. Chair Blaschek-Miller requested that LRSP be agendized for discussion at the next TSAC meeting. F. TRAFFIC CALMING UPDATES AND ACTIONS 1. Briefing from Police Chief - SLOW DOWN ORINDA/Traffic Citations Report Officer Delgado was unable to attend the meeting to provide a briefing. Chair Blaschek-Miller noted that the number of citations written per month seems to have stabilized. 1 DRAFT July 18, 2022  2. Traffic Calming Requests No new requests G. ACCESSIBILITY ISSUES 1. Update – Accessibility Assistant Engineer McCourt advised that letters of support for the Active Transportation (ATP) Grant for the Camino Pablo Pathway Rehabilitation and the raised cross-walk at the intersection of Glorietta Boulevard and Martha Road have been submitted. Chair Blaschek-Miller requested that staff provide a photo at the next TSAC meeting of the newly installed pedestrian button on Orinda Way and Camino Pablo. I. STAFF REPORT 1. Update – Current Balance of Traffic Calming Improvements Program FY 2022 expenditures are $0 to date; of the $30,000 budget, the remaining balance is $30,000.00. Assistant Engineer McCourt noted that there are funds currently reserved for a Stop sign warrant analyses at Dalewood Drive and Sleepy Hollow Drive. 2. Update - Hillcrest Drive (between Martha Road and Overhill Road) – Speed Cushion Installation and Radar Speed Sign Installation – (NAT Finalizing Traffic Calming Plan) Assistant Engineer McCourt advised that the locations for the signage is currently being finalized. Nicholas Mitchell, Orinda resident, questioned whether a No Left Turn onto Martha Road from Hillcrest Drive was part of the traffic calming request. Assistant Engineer McCourt stated that a No Left Turn would not be supported by staff and was not included in the current plan. 3. Update - Dalewood Drive – Speed Cushion Request (Appeal MOFD) Assistant Engineer McCourt stated that the Moraga Orinda Fire District (MOFD) has denied the current speed cushion locations and the Stop Sign Warrant analysis is currently underway. Committeemember Schnier questioned whether the MOFD should have final authority of speed cushion locations and their concern with liability of the locations. Committeemember Haydu stated that the TSAC should attempt to determine whether requested locations would be denied based upon emergency response times at an earlier time in the traffic calming request process. Assistant Engineer McCourt advised that staff plans to initiate a process to send the locations and traffic data of any requested speed cushions to MOFD to obtain feedback earlier in the process. 2 DRAFT July 18, 2022  Committeemember Haydu stated that Sleepy Hollow would be the first case in an area that meets the minimum response times. Nancy Ross-Madnick, Orinda resident, asked whether the denial of the speed cushions by MOFD would also include denial of Stop signs. Assistant Engineer McCourt stated that Stop signs would not be under the MOFD review. Stich Boyle, Orinda resident, expressed frustration regarding MOFD’s denial of the speed cushions and would like the request for Stop signs to move forward quickly. Chair Blaschek-Miller encouraged residents to forward their comments to the MOFD. 4. Update - Northwood Drive – Speed Cushion Request (40’ Neighborhood Vote) Assistant Engineer McCourt advised the NAT may pursue signage as an alternative to speed cushions. 5. Update – Sleepy Hollow Lane – Various Traffic Calming Measures (NAT Meeting) Assistant Engineer McCourt presented the final traffic calming plan that included two requests for Stop signs and asked if the TSAC would like to move the request to the next step in the process. MOTION: By Committeemember House, seconded by Committeemember Haydu, to move the Sleepy Hollow Traffic Calming Request to the next step and conduct a neighborhood vote. The motion carried by a unanimous voice vote. 6. Update - Lost Valley Drive/Valley View Drive - Signage/Striping/Radar Feedback Request (NAT DRAFTING PLAN) – SCHOOL ROUTE Sandy Roadcap, Orinda resident, presented the NAT draft plan. Assistant Engineer McCourt stated that the next step in the process is to have a neighborhood meeting; because the plan does not include Level 3 traffic calming measures, a neighborhood vote would not be required. 7. Postponed – Underhill Road – Speed Cushion Request (ON HOLD) No Update 8. Postponed – Davis Road – Speed Cushion Request (ON HOLD) David Shesgreen, Orinda resident, inquired whether there was any way to move the Davis Road request forward. Chair Blaschek-Miller explained the process and that building neighborhood consensus is a way to help move the process quickly once the process is begun. Brendan Buller, Orinda resident, commented that prioritizing easier requests like the Davis Road request would be helpful. Committeemember House noted that there have been cases where neighborhoods believe they have consensus, but have subsequently found opposition by residents. 3 DRAFT July 18, 2022  9.
