A REGULAR MEETING OF THE TRAFFIC SAFETY ADVISORY COMMITTEE
(TSAC) WAS HELD ON THE ABOVE DATE IN THE SARGE LITTLEHALE
COMMUNITY ROOM, 22 ORINDA WAY, ORINDA, CALIFORNIA.
A. CALL TO ORDER
Comitteemember Schnier called the meeting to order at 7:05 p.m.
ROLL CALL
COMMITTEEMEMBERS: Brandon Haydu, Stuart House (absent, excused), Nick
Mitchell, Steve Schnier, Emily Warren (absent, excused)
City Staff: Assistant Engineer Kevin McCourt, Senior Engineer Ryan O’Kane
Assistant Engineer McCourt introduced Orinda’s new Senior Engineer Ryan O’Kane
who will be transitioning to the staff liaison for TSAC. Senior Engineer O’Kane was
previously with HDR Civil Engineering Firm in Oakland.
B. ELECTION OF 2023 TSAC CHAIR AND VICE-CHAIR
The Committeemembers discussed and agreed to continue this item to the next meeting
when the two additional Committeemembers would be in attendance.
Committeemember Schnier volunteered to Chair the rest of the meeting.
This item was continued to the next TSAC meeting.
C. TRAFFIC SAFETY ADVISORY COMMITTEE MEETING MINUTES
October 17, 2022 and November 21, 2022
MOTION: By Committeemember Haydu, seconded by Committeemember Schnier, to
approve the TSAC Meeting Minutes of October 17, 2022 and November 21, 2022. The
motion carried by unanimous voice vote.
D. PUBLIC FORUM - None
E. DISCUSSION – MORAGA WAY AT IVY DRIVE (NORTH) – REQUEST TO
REMOVE NO LEFT TURN SIGNAGE
Assistant Engineer McCourt reviewed the brief history of the regulatory No Left Turn
sign at the Moraga Way and Ivy Drive (north) intersection; the sign was made permanent
in 2002 after extensive feedback from the Orinda Intermediate School (OIS) and the
surrounding neighborhood; the sign was reviewed in 2017 by TSAC when Miramonte

High School changed their Wednesday start times to 8:30 a.m., within 15 minutes of
(OIS) start time of 8:45 a.m.; the TSAC concluded that the effort to change the sign was
not warranted at that time. Miramonte High School has currently changed all of the start
times to 8:30 a.m. Any change or removal of this sign would require the same approval
process that originally installed the sign.
Lisa Rudolph, OIS teacher, read a letter endorsed by additional OIS teachers stating that
the sign no longer serves the original purpose and inconveniences teachers and families;
if the time changed from 8:00 a.m. to 8:30 a.m., this would inconvenience families
dropping off their children prior to 8:30 a.m.; the original intent was to discourage
Miramonte High School students from using Ivy Drive as a detour.
Committeemember Schnier agreed that the sign may no longer serve a purpose and a
review through the process for removal should be undertaken.
MOTION: By Committeemember Haydu, seconded by Committeemember Schnier, to
move the request to remove the No Left Turn sign at Moraga Way and Ivy Drive (north)
to the top of the traffic calming request queue for removals. The motion carried by
unanimous voice vote.
This item will be agendized for the next TSAC meeting.
F. DISCUSSION – RADAR FEEDBACK TRAILERS
Assistant Engineer McCourt stated that the trailers are estimated to cost over $21,000 per
trailer and the Public Works and Police Department do not have the personnel to maintain
the device, nor is there storage space for additional trailers; the Police Chief did state that
there were potential alternatives to the trailer that could be explored.
Committeemember Schnier questioned whether the radar feedback trailers could be
leased.
Committeemember Haydu asked if the radar feedback trailers could be rented from traffic
engineering consultants.
Committeemember Mitchell asked if there was a secondary market for the trailers.
Assistant Engineer McCourt stated that he would bring this information back to the next
TSAC meeting.
This item was continued to the next TSAC meeting.
G. DISCUSSION – STOP SIGN WARRANT ANALYSIS – DALEWOOD DRIVE
Assistant Engineer McCourt reviewed that a Stop Sign Warrant analysis was conducted
for three locations on Dalewood Drive; these locations did not meet the MUTCD
warrants. As Stop signs are not a traffic calming device, they are not a part of TSAC
purview; the TSAC can, however, recommend placement of Stop signs to the City
Council if they so choose.

Committeemember Haydu commented that although the Stop signs may not be helpful,
he would support them if the neighborhood was in favor; he would continue to support
the original request for speed cushions.
Chris Anderson, Orinda resident, questioned whether the TSAC could continue to request
speed cushions instead of Stop signs; it is unclear whether there would be a consensus
with the neighborhood for Stop signs.
Nancy Ross-Madnick, Orinda resident, stated that there may have been some turnover in
the MOFD Board that originally denied the speed cushions; they may now be more likely
to accept speed cushions.
Committeemember Schnier stated that the City Council may be open to revisiting the
speed cushions and volunteered to approach the City Council on the subject.
H. TRAFFIC CALMING UPDATES AND ACTIONS
1. Briefing from Police Chief - SLOW DOWN ORINDA/Traffic Citations Report
Officer Delgado was unable to attend the meeting to provide a briefing.
2. Traffic Calming Requests
a. Loma Vista Drive – Additional Speed Cushion - 40 Loma Vista Drive
Assistant Engineer McCourt reviewed the Loma Vista Drive application requesting one
additional speed cushion on the roadway near 40 Loma Vista Drive.
MOTION: By Committeemember Schnier, seconded by Committeemember Haydu, to
add the Loma Vista traffic calming request to the end of the line. The motion carried by
unanimous voice vote.
I. ACCESSIBILITY ISSUES
1. Update – Accessibility
Assistant Engineer McCourt informed the TSAC that the additional section of the
Moraga Way Pathway Phase III application was submitted for review to the TDA
granting committee.
J. STAFF REPORT
1. Update – Current Balance of Traffic Calming Improvements Program
FY 2022 expenditures are $10,100.79 to date; of the $30,000 budget, the remaining
balance is $19,899.21.
2. Update - Hillcrest Drive (between Martha Road and Overhill Road) – Speed Cushion
Installation and Radar Speed Sign Installation – (NAT Finalizing Traffic Calming
Plan)
Assistant Engineer McCourt advised that Committeemember Mitchell would be
unable to comment on this item due to his residence being within 500 feet of the
request. Staff received a quote of $2,000 for a traffic study to reduce the speed limit
on Hillcrest Drive.

Donna Johnke, Orinda resident, requested that TSAC consider reducing the speed
limits in front of all schools in Orinda.
Committeemember Haydu stated that it may be beneficial to add Sleepy Hollow Drive
to the study.
MOTION: By Committeemember Haydu, seconded by Committeemember Schnier, to
complete a traffic engineering study to consider reducing the speed limit on Hillcrest
Drive. The motion carried by a 2-0-1 (Mitchell recused).
MOTION: By Committeemember Haydu, seconded by Committeemember Schnier, to
complete a traffic engineering study to reduce the speed limit on Sleepy Hollow Lane.
The motion carried by unanimous voice vote.
3. Update - Dalewood Drive – Speed Cushion Request (Appeal MOFD)
Committeemember Schnier reiterated that he would contact the City Council regarding
speed cushions in this area.
4. Update - Northwood Drive – Speed Cushion Request (40’ Neighborhood Vote)
Assistant Engineer McCourt advised that the neighborhood needs to determine a new
location.
5. Update – Sleepy Hollow Lane – Various Traffic Calming Measures (NAT Meeting)
Assistant Engineer McCourt advised that the 40’ vote ballots had been mailed and
staff is awaiting the results.
6. Update - Lost Valley Drive/Valley View Drive - Signage/Striping/Radar Feedback
Request (NAT DRAFTING PLAN) – SCHOOL ROUTE
Assistant Engineer McCourt stated that staff will attempt to bundle the striping and
signage installation with the upcoming Pavement Rehabilitation Project to save on
costs.
Donna Johnke stated that she looked forward to the completion of the project and
added that PG&E had cleared the brush on the side of the road.

Chair Blaschek-Miller called the meeting to order at 7:04 p.m.
Chair Blaschek-Miller explained the process for the teleconference meeting.

August 15, 2022
Chair Blashcek-Miller and Committeemember Warren noted that they would abstain as
they had been absent from the August meeting.
MOTION: By Committeemember Haydu, seconded by Committeemember House, to
approve the TSAC Meeting Minutes of August 15, 2022. The motion carried by a voice
vote of 2-0-2 (Warren and Blascheck-Miller, Abstain).
D. PUBLIC FORUM - None
E. DISCUSSION – LOCAL ROADWAY SAFETY PLAN (LRSP)
Assistant Engineer McCourt introduced Mark Doty, TJKM Transportation Consultants,
who is working on the Orinda Local Roadways Safety Plan (LRSP).
Mr. Doty presented initial findings of the LRSP, reviewed the collision data, and
requested comments from TSAC and the public; residents may leave comments regarding
specific locations of traffic safety concerns at the following website:
https://www.orindasafestreets.com/
Chair Blaschek Miller requested that staff share the list of traffic calming requests to be
incorporated with the study.

Committeemember Haydu requested that Valley View Drive be reviewed for
consideration for proposed projects.
Committeemember House requested Glorietta Boulevard and Rheem Boulevard also be
considered.
This item was continued to a future TSAC meeting.

F. DISCUSSION – TRANSPORTATION DEVELOPMENT ACT (TDA) GRANT 2023
Assistant Engineer McCourt presented the top five projects chosen by staff for the TSAC
to review and prioritize: 1) Moraga Way Pathway (Additional Segment from Altamont
Drive to 0.3 mile north; 2) South Glorietta Boulevard Widening and Pathway; 3) Ivy
Drive Walkway and Pathway; 4) East Altarinda Drive Pathway; 5) Brookwood Road
Pathway. Funding will be contingent upon the granting agency and other projects
proposed throughout the County. Other projects could be requested by Committee-
members and staff would bring back to the TSAC for further review.
Committeemember Haydu stated that because most vehicle collisions in Orinda occur on
Moraga Way, he supported increasing safety in that area.
Comitteemember House and Comitteemember Warren concurred.
Robert Honnel, Orinda resident, questioned whether the TSAC could make a motion on a
discussion item.
MOTION: By Committeemmeber Warren, second by Committeemember Haydu, to
recommend to the City Council that the additional segment of the Moraga Way Pathway
Project, from Altamount Drive to 0.3 mile north, be submitted for the upcoming TDA
Grant. The motion carried by a voice vote of 2-0-1 (House, Abstain)
G. DISCUSSION – UPCOMING TSAC MEETING DATES AND HOLIDAYS
Assistant Engineer McCourt reviewed the upcoming TSAC dates for November through
February, noting that the meeting dates fall on or near holidays; he asked for input from
the TSAC for rescheduling/cancelling the meetings.
Committeemember House supported keeping the November 21st Regular meeting;
scheduling a Special Meeting for January 9th, cancelling the Regular meeting January
16th, cancelling the Regular meeting February 20th, and scheduling a Special Meeting
February 27th.
Committeemembers discussed the upcoming meeting dates and decided to maintain the
November 21st meeting, cancel the December TSAC meeting, schedule a Special
Meeting for January 9th, cancel the Regular meeting January 16th, cancel the Regular
meeting February 20th, and schedule a Special Meeting February 27th.

H. TRAFFIC CALMING UPDATES AND ACTIONS
1. Briefing from Police Chief - SLOW DOWN ORINDA/Traffic Citations Report
Officer Delgado reviewed the traffic citations for August and September; he stated
that the Police Department has been using the radar feedback trailer and asked that
the public request the use through the Chief or himself.
2. Traffic Calming Requests - No new requests
I. ACCESSIBILITY ISSUES
1. Update – Accessibility
Assistant Engineer McCourt reviewed that at the last meeting, the TSAC requested
information on when the Safe Routes to School (SRS) grant would be available. The
Active Transportation Program (ATP) grant is funded through the SRS grant and staff has
recently applied for ATP grant funding for a raised crosswalk on Glorietta Boulevard at
Martha Road.
J. STAFF REPORT
1. Update – Current Balance of Traffic Calming Improvements Program
FY 2023 expenditures are $7,602.04 to date; of the $30,000 budget, the remaining
balance is $22,397.96.
Assistant Engineer McCourt noted that the Stop Sign Warrant analyses will have some
increased costs.
2. Update - Hillcrest Drive (between Martha Road and Overhill Road) – Speed Cushion
Installation and Radar Speed Sign Installation – (NAT Finalizing Traffic Calming Plan)
Assistant Engineer McCourt stated that there has been some opposition from residents
in the neighborhood on the specific locations of the signs and the plan may need to be
revised.
3. Update - Dalewood Drive – Speed Cushion Request (Stop Sign Warrant Analysis)
Assistant Engineer McCourt stated that the draft Stop Sign Warrant Analysis was
completed; the draft determined that the three reviewed Stop sign locations were not
warranted.
Committeemember Haydu requested that the final Stop Sign Warrant analysis be
reviewed by the neighborhood for comments.
Christopher Anderson, Orinda resident, shared his experience with the roadway and
voiced his support for the Stop signs.
Elizabeth Boyle, Orinda resident, stated that the speed feedback radar trailer was only
placed on their street for a short period and wished that it was installed for a longer
period of time; she also stated her frustration with the process for speed cushions.
4. Update - Northwood Drive – Speed Cushion Request (Relocate Speed Cushion)
Assistant Engineer McCourt advised that there is still discussion with the NAT on the
new locations of potential speed cushions.

5. Update – Sleepy Hollow Lane – Various Traffic Calming Measures (40’ Vote)
Dana Wentworth, Orinda resident, stated that one of the speed cushions may need to
be relocated due to resident concerns regarding possible flooding issues.
Assistant Engineer McCourt plans to send out letters for the vote in November.
6. Update - Lost Valley Drive/Valley View Drive - Signage/Striping/Radar Feedback
Request (NAT DRAFTING PLAN) – SCHOOL ROUTE
Assistant Engineer McCourt stated that Staff is reviewing the NAT traffic calming
plans.
Donna Johnke, Orinda resident, stated that the neighborhood is very satisfied with the
Stop signs that were installed at the Lost Valley Drive and Valley View Drive
intersection and hoped that the plan review will be completed soon.

D. PUBLIC FORUM
Nicholas Mitchell, Orinda resident, requested a traffic study to designate Hillcrest Road a
School Zone to effectively lower the speed limit.
Committeemember Schnier proposed that the request be added to the existing Hillcrest
Road traffic calming request.
Committeemember Haydu requested a quote for the study.
Assistant Engineer McCourt stated that staff would request a quote and research whether
Hillcrest Road would be eligible to be designated a School Zone.
MOTION: By Committeemember Haydu, seconded by Committeemember Warren, to
add a traffic study to the Hillcrest Road traffic calming request. The motion carried by
unanimous voice vote.
Elizabeth Boyle, Orinda resident, requested the City or the TSAC purchase three
additional radar feedback trailers to be used throughout the city.

Committeemember Schnier advised Ms. Boyle to summit her request directly to the City.
Assistant Engineer McCourt suggested that a request could be sent to him via e-mail,

E. DISCUSSION – LOCAL ROADWAY SAFETY PLAN (LRSP)
Assistant Engineer McCourt updated the TSAC, noting that a stakeholder meeting was
held at the end of October for feedback on traffic issues in Orinda; the City consultant is
continuing to work on finishing the plan.
G. DISCUSSION – UPCOMING TSAC MEETING DATES AND HOLIDAYS
Assistant Engineer McCourt reviewed the upcoming TSAC dates for December through
February, noting that the meeting dates fall on or near holidays; he asked for input from
the TSAC for rescheduling/cancelling the meetings.
The Committee determined that the December 19th Regular Meeting would be cancelled;
a Special Meeting would be scheduled for January 9th ; the January 16th Regular Meeting
would be cancelled, the February 20th Regular Meeting would be cancelled; and a
Special Meeting scheduled for February 27th.
TRAFFIC CALMING UPDATES AND ACTIONS

Officer Delgado reviewed the traffic citations for October; he stated that the Police
radar feedback trailer is moved to various location throughout Orinda; the City budget
