A. CALL TO ORDER Chair Haydu called the meeting to order at 7:02 p.m. B. ROLL CALL COMMITTEEMEMBERS: Brandon Haydu, Stuart House (absent, excused), Nick Mitchell, Steve Schnier, Emily Warren City Staff: Senior Engineer Ryan O’Kane C. TRAFFIC SAFETY ADVISORY COMMITTEE MEETING MINUTES October 16, 2023 Meeting Minutes Committeemember Schnier noted a typo on Page 6, first paragraph, Section G. MOTION: By Chair Haydu, seconded by Committeemember Schnier, to approve the TSAC Meeting Minutes of October 16, 2023, as amended. The motion carried by unanimous voice vote. D. PUBLIC FORUM - None E. TRAFFIC CALMING UPDATES AND ACTIONS 1. Briefing from Police Chief - SLOW DOWN ORINDA/Traffic Citations Report Officer Delgado was unable to attend. Senior Engineer O’Kane advised that he will be following up with Officer Delgado on a request to move the radar speed feedback trailer to specific locations to obtain traffic counts and speed data, as well as to determine whether older data is available from previous placements. 2. Traffic Calming Requests a. No New Requests Received F. DISCUSSION – TSAC RESPONSIBILITIES AND SCOPE Chair Haydu noted that his edits to the Neighborhood Traffic Management Program (NTMP) had been forwarded to Senior Engineer O’Kane, who will then forward the edited word document to each Committeemember for review and comment. 1 DRAFT November 27, 2023 Committeemembers will track changes and add any edits or comments to the document and then send back to Senior Engineer O’Kane to collect. Committeemembers decided to continue this item to the next TSAC meeting to review and discuss any edits/comments received. This item was continued to the next TSAC meeting. G. ACCESSIBILITY ISSUES 1. Update – Accessibility Senior Engineer O’Kane informed the Committee that the application materials and City Council report have been prepared for the TDA3 Grant, Glorietta Boulevard Pathway - Phase 2 Project. City Council review/approval is anticipated at the next City Council meeting on December 5, 2023. The application is to be submitted to Contra Costa County prior to January 25, 2024. H. STAFF REPORT Update – Current Balance of Traffic Calming Improvements Program FY 2023/24 expenditures are $15,280.10; $30,000 budget; remaining balance $14,719.90 through June 30, 2024. The estimate has been updated to include the actual striping costs for Lost Valley Drive/Valley View Drive, and Tarry Lane. Current Traffic Calming Requests: 1. Update - Dalewood Drive – Speed Cushion Request (SPEED CUSHIONS) Senior Engineer O’Kane prepared the document for City Council review/approval and the application package that will be submitted to the Moraga Orinda Fire District (MOFD). The package incorporates comments from the City Engineer and City Attorney. The package includes City Council Meeting Minutes and TSAC Meeting Minutes relevant to Dalewood Drive traffic calming. If recommended by the TSAC, the document will be ready for the December 5, 2023, City Council Meeting. Staff is requesting the City Council to 1) Approve Traffic Calming Improvements (Speed Cushions) along Dalewood Drive; 2) Approve resubmittal of the Plan Review Application for Traffic Calming Measure Permit Checklist and supporting documents to the Moraga Orinda Fire District for approval; and 3) Authorize City staff to submit an appeal to the MOFD Board of Directors in the event that the MOFD Fire Chief rejects the Traffic Calming Measure Permit application. Committeemember Schnier offered comments on the package: 1) The package includes the information that the TSAC had previously recommended these traffic calming measures be adopted by the City and placed on Dalewood Drive; 2) The package states that the TSAC again recommends that these traffic calming measures be approved; and 3) There is a question as to whether the current submittal states that the TSAC has taken into account the current opposition of the MOFD. As this package is presented to the City Council, the TSAC does not express an opinion as to what weight, if any, the City Council should consider in regarding MOFD’s 2 DRAFT November 27, 2023 opposition, whether the presented material is just persuasive or informative. Committeemember Schnier also asked whether, after the package is submitted to the MOFD - in the event that MOFD Fire Chief rejects the Traffic Calming Measure Permit application - the TSAC or the City Council appeals to the MOFD Board and whether the Board also includes the Fire Chief. Senior Engineer O’Kane stated that he understood the Fire Chief is not part of the Board; this approach and resubmittal package has the support of the City Manager, City Attorney, and the City Council. The City Council will be reviewing the submittal in full at the next City Council meeting. State law gives the MOFD final approval and if the submittal needs to be appealed to the MOFD Board, some members of the MOFD Board may look at this traffic calming request differently from the Fire Chief. Nancy Ross-Madnick, Orinda resident, stated that neighborhood residents have spoken with a MOFD Board member in their district and the member strongly recommended installing Stop signs instead of speed cushions; the Fire Chief does not object to or have jurisdiction over Stop signs. From this discussion, it sounded unlikely that the Board would overrule the Fire Chief. She asked whether the recommendation/submittal package could include speed cushions or Stop signs, to approve either one, so the neighborhood would not have to wait if the speed cushions are rejected. She also commented that perhaps the public could bring up the Stop sign option at the City Council meeting. Senior Engineer O’Kane advised that Stop signs on Dalewood Drive are not warranted according to the recent study and staff would not endorse installing unwarranted Stop signs. Lisa Rudolph, Orinda resident, supported moving forward solely with the speed cushion proposal since the City Council is in favor of the speed cushions instead of bringing in multiple options at this time. Committeemember Warren agreed that the TSAC should recommend a clear and confident decision, a singular request as to what is wanted is the right starting point. It would be helpful if, after the City Council approval and the submittal goes to the MOFD, the NAT could do some lobbying of the Board and Fire Chief to put more pressure on them to understand why this is important as a safety perspective. Chair Haydu supported including data in the package that speed reduction improves safety and speed cushions are more effective than Stop signs; if not, it could be discussed during the City Council meeting. He encouraged notifying the other NATs that are requesting speed cushions of the upcoming City Council Meeting discussion of the Dalewood Drive request for their possible support. Senior Engineer O’Kane will investigate whether TSAC can contact other neighborhood NAT’s regarding the December 5, 2023, City Council Meeting. MOTION: By Chair Haydu, seconded by Committeemember Warren, to recommend the City Council Agenda Packet, Submittal Package to MOFD, and recommend that City staff submit an appeal to the MOFD Board of Directors in the event the MOFD Fire Chief rejects the Traffic Calming Measure Permit application. The motion carried by unanimous voice vote. 3 DRAFT November 27, 2023 Committeemember Schnier, noting that while he is an unequivocal yes, stated for the record that he had some reservations concerning a few of the reasons the TSAC has cited in the recommendation. 2. Update – Sleepy Hollow Lane – Various Traffic Calming Measures (NAT Meeting) Senior Engineer O’Kane advised that the Sleepy Hollow Lane speed cushion MOFD submittal will follow the outcome of Dalewood Drive; final plans for the 3-way Stop, curb ramps and crosswalks at Sleepy Hollow Lane and Lombardy Lane have been received; staff anticipates going out to bid for the ramps and Stop signs in summer 2024. 3. Update – Removal of No Left Turn Signage - Moraga Way at Ivy Drive (North) – (ROADSIDE SIGN CHANGES) Senior Engineer O’Kane noted that staff continues to receive e-mails from attendees following the meeting and is collecting data; staff is obtaining traffic counts and a traffic consultant will perform a traffic study; once summarized, staff will present options to the TSAC for review. Lisa Rudolph inquired whether the current sign could be temporarily removed to see what the impact would be between 7:00 a.m. and 8:00 a.m.; perhaps traffic counts could be undertaken to determine the number of vehicles turning before 8:00 a.m.; she expressed concern that the Police Department is still enforcing at 7:15 a.m. and asked whether it was necessary to enforce the “No Turn” at that time of the morning. Senior Engineer O’Kane advised that any changes to the signs will most likely need to wait until a traffic study is performed. Traffic Calming Requests On Hold: 4.
