Oroville Planning Commission Monday, November 19, 2018 The meeting was called to order at 4:30 by Luis Perez. Commissioners Present: Arnie Marchand, Valorie Johnston, Suzie Seger, Luis Perez and Alternate Paul Neir Absent: Sue Edick Staff present: Deanna Rowton and Christian Johnson Arnie made a motion to approve the minutes from the September meeting. It was seconded by Sue and the motion passed. Christian asked for an amendment to the agenda to include discussion regarding Zoning Determination – Indoor Commercial/Industrial Agriculture. Arnie made a motion to leave officers for 2019 the same as current officers, being Luis Perez as Chairman and Arnie Marchand as Co-Chairman. The motion was seconded by Suzie Seger and it passed. Christian opened discussion on the Zoning Determination in question. Currently, most agriculture activities within the city are a prohibited use and all existing agriculture, not located in the Conservancy District, is treated, by regulation, as a nonconforming use. The Zoning Code does not provide a definition for nurseries and greenhouses; it has been generally interpreted that this use is a typical place where the operator grows trees, brushes, ornamentals and seasonal starts for landscaping and gardening or where such plants are shipped in and sold at lumber supply store and at markets as retail business. The Planning Commission concurred. There was much discussion regarding high intensity indoor growing horticulture such as hydroponics, cannabis, micro greens and mushroom grows. The general consensus of the Planning Commission was that they wish to be “PRO-Business.” Paul made a motion to instruct Christian to investigate language for zoning which would allow Indoor Horticulture in Industrial 1 & 2 zones and Commercial 2 zones. Valorie seconded the motion and it passed. The meeting was adjourned at 5:25. The next meeting will be December 17th. 1
