Oroville Planning Commission
Monday, November 20, 2023
Meeting was held via zoom.
The meeting was called to order at 4:30 by Arnie Marchand
Commissioners Present: Arnie Marchand, Suzie Seger, and Valorie Johnston and Heather Marthaller was
at home via zoom.
Absent: Jeff Bunnell and Alternate Alan Freed
Staff: Kurt Danison, via zoom and Cindy Boyer
Arnie asked if there were any corrections or additions to the minutes from the October 16th, 2023,
meeting, and hearing none asked that the minutes were excepted as read.
The first item on the agenda was to go over the last two elements of the Comprehensive Plan, the
Downtown Enhancement and Economic Development and the Housing Element. Kurt finally got a
chance to talk with Ashley Range from the Housing Authority and she helped with some information that
he thought was very useful since most of the apartments in town are part of the Housing Authority. Kurt
asked if anyone had any thoughts on the final two elements, and everyone thought they were good to go
as is. There is some interest in building multi-family dwellings, just not in the city limits currently. Arnie
Marchand stated that the county needs to address the need for single or multi-family units, and seasonal
housing is something that needs to be addressed also, so that was tabled for future discussions.
The public hearing for the Comprehensive Plan, was set for Tuesday, January 16th, 2024, since January
15th, is the MLK holiday. The notice needs to be sent to the Oroville Gazette and Packets sent out for
public comment. Heather Marthaller made the motion to approve the date for the Public Hearing and
Suzi Seger seconded it, the motion passed.
