Oroville Civil Service Monday June 23, 2025 Meeting called to order at 4:30 pm by Chairman Joe King. Present: Commissioners Joe King, Mike Sibley, and Dusti Giroux Secretary, Chief Examiner: Emily Finsen Others present: N/A Absent: N/A Approval of the May 27, 2025, regular meeting and June 9, 2025, special meeting minutes. Motion by Mike to approve the minutes, second by Dusti, motion passed. Finsen presented the commission with the Oral Board Score Results; one applicant passed with 97% and the second applicant did not pass with 45%. The Commission certified the scores, establishing the eligibility list for Chief Hirst. Letters will be mailed to applicants tomorrow as well as the eligibility list and all pertaining documents to Chief Hirst. Finsen updated the Commission on the Toner discussion from previous regular meeting. After seeking legal counsel, it was advised that the Civil Service Commission is not to be involved in investigating the matter at this time. The Civil Service will only act on the matter if disciplinary action is taken against a Police Officer, and that officer chooses to appeal to the board. Next Regular Civil Service meeting scheduled to be held Monday, July 28, 2025. As there being no further business, motion by Dusti to adjourn the meeting at 4:43pm, second by Mike; motion carried.
