Residential apartments are up some, modest growth. Are homes that share similar physical, locational, and value characteristics being assessed similarly? • The 2025 COD for Ossining’s Assessment Roll was within NYS standards (under 10) PRD: The Price Related Differential (PRD) is a measure of uniformity between high- and low- value properties. Accessed October 2025 9 2025 Final Roll Exempt – Village of Ossining Page 10 of 24 10 Exemption Administration Renewal and First-Time Applications • A record number of senior citizens applying and receiving the Aged exemption benefit (~300 homeowners in Village of Ossining) • Not-for-profit, Clergy, and Veteran Exemption applications remain steady. Volunteer Firefighter/Ambulance slight increase. New in 2025 • New York State - Enhanced STAR has been simplified with NYS taking over more of the program. Seniors will no longer apply for Enhanced STAR through the Assessor’s Office. NYS will contact eligible owners. • Starting in 2026 only the owner residents’ income will be considered, not all owners as was the historical standard Page 11 of 24 11 Assessor’s Office – More Information Don’t wait to engage with our office • Review the website for more information about your assessed value and property records • Speak with us about exemptions you may be qualified for • Assessment is a conversation and value can be discussed prior to the publication of the Assessment Roll Page 12 of 24 Securing the Ossining Community: Ossining Police Department 2026 Budget Page 13 of 24 A LOOK BACK AT 2025 • Expanded communication through countywide radio system connectivity for every OPD officer • Expanded LPR System to locate dangerous offenders and vulnerable residents • Advanced armor plates to keep our officers safe • Updated radar and laser units to keep our roads safe • Computer upgrades to maintain cybersecurity • Advanced training in active shooter response, defensive tactics, lifesaving aid, and numerous other areas Page 14 of 24 A LOOK BACK AT 2025 • 68 arrests resulted from the use of LPR & County-Wide Communications Systems (11.7%) • 5,989 summonses (average of 16 per day), many utilizing speed lasers and radar • A traditional ‘Defensive Tactics’ program, coupled with modern Jiu-Jitsu elements, is being developed to minimize violence during response to resistance.
