Operations Center, 101 Rt. 9A, Ossining, N.Y. 10562. The Commission will use a hybrid format, which

opportunity to see and hear the meeting live through Zoom, and provide comments during the

General Information
Applications must be complete and submitted to the Department of Planning by 12:00 pm
on the deadline date (see attached schedule). NO EXCEPTIONS. If the application is
deemed incomplete by the Department Staff you will be contacted.
Applicant must be the owner, tenant, or contract vendee.
The applicant or a representative must be present at the hearing in order for the application
to be considered.
Please refer to the Village of Ossining’s Architectural Guidelines on the Village website.
If an approval is granted by the Historic Preservation Commission, no construction shall
commence until all required approvals are granted and permits obtained through the
Building Department. The Building Department can be contacted at (914) 941-3199.
Applicants whose property is located in a historic district must simultaneously file and
application with the Board of Architectural Review.
Applications requesting designation of landmark or historic district or donation of a façade
easement: If a positive recommendation from the HPC is received, the Village Board of
Trustees will take up the application and will hold a public hearing.

Originally established in 1921 by William and Bessie Globerman, the Depot Square
Hotel served railway commuters and travelers visiting Ossining. In 1956, it was
purchased by Samuel and Mildred Buchanan, who operated it as a hotel and
restaurant for nearly 20 years. The Depo Square Hotel became a key landmark in
Ossining’s Black community, offering safe lodging during segregation and appearing
in The Negro Motorist Green-Book from 1959 to 1963. Located near the railroad and
Sing Sing Prison, it also served as a base for journalists covering major events in the
village, including the 1934 bus tragedy. The Buchanans later expanded their impact
by acquiring and managing multiple apartment buildings rented to Black families in
Ossining.

Guidance on landmark and historic district designation
The Board of Trustees of the Village of Ossining, New York, has declared that it is a public purpose
to ensure that Historical and Architectural Design Districts and Historic Landmarks be maintained
and preserved to promote their use for the education, pleasure and welfare of the citizens of the
Village of Ossining (the “Village”), New York, and others (excerpted from the Village Code).
In furtherance of this, and to respond to numerous inquiries from Village residents regarding
landmark and historic site designation, the Historic Preservation Commission publishes the
following guidance.
Benefits of landmark designation
Landmark designation offers benefits for property owners and the Village including:
• Protecting and preserving historically significant buildings, landscapes, and sites for
future generations by discouraging and preventing demolition and inappropriate
alterations. It is important to note that landmark designation does not necessarily
prevent alterations made to update a property’s characteristics to conform with modern
living and safety standards but instead helps ensure responsible and considerate
change, allowing for updates and renovations while respecting the original character of
a structure.
• Economic benefits to individuals and the Village can include tourism (leading to
increased revenue for local businesses); potentially higher property values (according to
the National Trust for Historic Preservation); and access to funding and grants (including
tax credits specifically designed to offset the costs of rehabilitation and maintenance).
• Community revitalization, investment, identity and pride.
• Sustainable development by promoting the reuse of existing structures, reducing waste,
and lessening the environmental impact of new construction.
Landmark designation occurs at three levels: federal, state, and local. The following sections
points readers to the available guidance on this.

provides extensive guidance on preservation programs, including listing on the State and
National Historic Registers and information about tax credits and grants. The opening

The State and National Registers of Historic Places are the official lists of buildings,
structures, districts, objects, and sites significant in the history, architecture, archeology,
